Public Policies as Platforms: Opening Possibilities for Subsequent Policies
This study demonstrates that public policies with specific characteristics create opportunities for subsequent initiatives. We call them platform policies. This is relevant because the literature has predominantly focused on how early occupants of policy spaces constrain ensuing policies.
