    This second half of a two-part essay examines how Proudhon's ideas about monarchy changed during his 1858–62 Belgian exile and further evolved upon his return to France around the time of the 1863 legislative elections.     This article examines current discussions of the European Revolutions of 1848 in light of the larger evolution of Anglo-American and French historiography since the second half of the twentieth century. Although focusing in particular on French history, the article suggests why some knowledge of the trends driving this evolution is necessary for improving our understanding of 1848's political and social importance
