  • Tunnustaminen ja osallistumisen ehdot sijoitettujen nuorten kertomuksissa

    Open Access•Essi Julin, Timo Harrikari•ARTICLE•Tiede & edistys•2025

  • Reimagining bureaucracy? Enhancing the participation of children in vulnerable positions in law-making

    Open Access•Essi Julin, Timo Harrikari•ARTICLE•Global Studies of Childhood•2025•References: 9

Children have the right to participate in public matters. While children’s participation has been widely studied in various fields, its realisation and conceptualisation in the specific context of law-making remains limited and under-examined. Law-making is typically shaped by bureaucratic procedures, which often result in the exclusion of children and young people. However, the growing emphasis on a ‘participatory turn’ suggests that citizens, i…

  • Towards digitally mediated social work – the impact of the Covid-19 pandemic on encountering clients in social work

Open Access•Vera Fiorentino, Marjo Romakkaniemi et al.•ARTICLE•Qualitative Social Work•2023

In the spring of 2020, the COVID-19 pandemic spread around the globe. The viral outbreak was followed by rapid changes in people’s everyday and working lives. Because of the wide-scale societal restrictions that took place to prevent the pandemic, social work was forced to take a digital leap. In this article, we examine Finnish social workers’ experiences of extending the use of digitally mediated social work (DMSW) in working with clients durin…

  • Home school at the edge of chaos during the lockdown

Open Access•Laura Tiitinen, Timo Harrikari et al.•ARTICLE•Children and Youth Services Review•2023•References: 34

As a response to prevent the spread of COVID-19, during the spring of 2020, home schooling replaced classroom education. From the social worker’s perspective, this paper explores how home school was organised among the social work client families and what types of resources were needed and launched to control the complexity of home schooling during the first wave of COVID-19 pandemic. The conceptual frameworks applied to theorise the self-organis…

  • I have built an office for myself in the sauna’ – The well-being of social workers in liminal space during the early phases of the Covid-19 pandemic

Open Access•Sanna Saraniemi, Timo Harrikari et al.•ARTICLE•International Social Work•2023•References: 5

We examine the experiences of Finnish social workers regarding their well-being during the early phases of the COVID-19 pandemic by analysing social workers’ diaries (n = 33) using thematic analysis. The pandemic and the restrictive measures caused significant changes in work and private lives challenging social workers’ well-being. Restrictive measures provided a kind of liminal space where the boundary between work and private life, daily rhyth…

This article addresses the experiences of Finnish frontline social workers during the first wave of the COVID-19 pandemic in the spring of 2020. Two questions are addressed. First, ‘what types of challenges social work professionals faced’ in their everyday, ‘glocal’ pandemic setting and, second, what types of solutions they developed to meet these challenges. The data consist of 33 personal diaries that social work professionals created from mid…

  • The Problem of Juvenile Crime and the Making of Criminal Law in Finland, 1862–1889

    Open Access•Timo Harrikari•ARTICLE•Journal of Family History•2015

This article describes procedures leading to the establishing of the Finnish Criminal Law of 1889 and, more particularly, discusses the changing interpretations of and societal reactions to juvenile crime as part of governing the minors. Legislation—including a specific understanding of juvenile crime as moral depravity—was finally provided as the interplay between the different mechanisms of social activity. Legislation was passed through when t…

  • Exploring Risk Governance in the Nordic Context

Timo Harrikari•ARTICLE•Current Issues in Criminal Justice•2008

The article briefly describes the regime of welfare policy derived in the Nordic welfare ethos emerging from the 1960s. Certain ways of seeing and thinking, specific ways of acting and intervening, evolved from this ethos thus forming ‘subjects’ within juvenile criminal justice. The article then considers the changes in ways of governing during and after the 1990s deep economic recession. This brought a gradual move to a new type of governance an…

  • The Present Finnish Formation of Child Welfare and History

The purpose of this paper is to critically examine the nature of Finnish child welfare as a strategy of social control. It applies Michel Foucault's ‘history of the present’ approach to illuminate what is hidden or taken for granted in the present practice and discourse. The article problematizes child welfare in the present and illuminates its current formations by recourse to the past. Since Finnish child welfare has developed in connection wit…
