Cultural Meanings of Social Security in Postwar Europe
The emergence of postwar welfare states in Europe is usually understood as a social and political phenomenon, as a social policy to prevent against forms of mass poverty and to grant general social rights and entitlements to populations during a period of rising prosperity. Beyond these sociopolitical aspects, the foundation of systems of social security after 1945 also had important cultural and epistemic implications. The promise of the state t…
Martin Krieger, Arme und Arzte, Kranke und Kassen: Landliche Gesundheitsversorgung und kranke Arme in der sudlichen Rheinprovinz (1869 bis 1930)
This is an important work for those who want to understand the complex relations between poverty and disease in modern Europe. The doctoral thesis of Martin Krieger offers a detailed analysis of the medical care for poor welfare claimants of the southern Rhine Province, a largely rural region at the western border of Germany, between Luxembourg and the Rhine valley. Politically, the Rhine Province, although since 1822 part of Prussia, was a rathe…

International Networks of Expertise and National History of the Welfare State: The Insurance of Silicosis in Germany and Switzerland (1900–1945) The article examines the role of international expert networks for the history of national welfare states. It focuses, as an exemplary case, on the insurance of silicosis, a severe industrial disease most common among miners and metal workers, comparing Switzerland and Germany. Both countries accepted si…

This article was originally published as the introduction to a special issue of the journal Science Technology & Human Values . The article presents a summary of the state of the art and an outline of the historical emergence of the participatory question. The argument distin…

Historizität, Materialität und Hybridität von Wissenspraxen: Die Entwicklung europäischer Präventionsregime im 20. Jahrhundert
This article analyses the emergence of European regimes of prevention by focussing on the history of knowledge-related practices as a distinctly modern form of social and political rationality in Western Europe. While the targets, means, logics and institutional forms of preventative interventions differ significantly in European national contexts, the authors also trace the elements of a convergent trajectory in the development of prevention reg…
Participatory Approaches in Science and Technology: Historical Origins and Current Practices in Critical Perspective
Recent science and technology studies have analyzed questions of nonexpert participation in science, technology, and science policy from an empirically grounded perspective. The introduction to this special issue offers a double contribution to this debate. First, it presents a summary of the state of the art and an outline of the historical emergence of the participatory question. The argument distinguishes four periods since the late nineteenth…
Insurance and Civil Society: Elements of an Ambivalent Relationship
This article examines the history of the relationship between insurance and civil society in the nineteenth and twentieth centuries. It tests the conventional narrative that this relationship followed an anticlimactic course, marked by the burgeoning of self-organised mutual societies in the nineteenth century and the decline and marginalisation of this sector of civil society owing to the rise of corporate insurance companies and statutory socia…
Psychiatry Beyond the Asylum: The Origins of German Military Psychiatry Before World War I
This study examines the co-operation between psychiatry and the army in Germany between 1870 and 1914, leading to the establishment of military psychiatry as an independent discipline. Arguing that military psychiatry played a key role in the history of modern clinical psychiatry, the paper points out how the first generation of military psychiatrists developed innovative diagnostic technologies, such as the intelligence test, and established cru…
