    Lesbian, gay, bisexual, transgender, and queer (LGBTQ) people use the video-sharing service YouTube to educate and entertain audiences. In this article, I extend the work of British sociologist Ken Plummer to argue that key narratives have endured in discussions of LGBTQ media.     This article draws on ethnographic research on NGOs in Bodhgaya, India, and on the child welfare system in the San Diego-Tijuana area. We approach these sites as spaces where practices of social engagement and service provision translated perceptions about government deficiency into legitimate spaces of NGO operation and into what NGO staff described as desirable opportunities to pursue socially progressive work.
