Digital creatives and digital engineers: Entrepreneurial Firms, Institutional Context, and the Organization of Innovation
The comparative capitalisms literature has developed an increasingly dynamic approach to conceptualizing capitalism variety, and has suggested mechanisms to explain shifts in institutional practices under the surface of formal stability of the institutional context. Less is known, however, about how new entrepreneurial firms engage with institutions to develop organizational arrangements needed to support their innovation activities. Such engagem…
Productive opportunities, uncertainty, and science-based firm emergence
We provide greater theoretical precision to the concept of productive opportunities of Penrose. We show firm emergence as a recursive cycle of changing productive opportunities. We show how those opportunities result from the technological base of the firm and are associated with the particular characteristics of the technology. We also show how productive opportunities require the assembly of different internal and external resources, and theref…
Does the UK have a ‘comparative institutional advantage’ that is supportive of the IT services sector: The UK IT services sector
This paper applies a ‘sector-in-country’ approach to examine the institutional conditions associated with the recent expansion of the information technology services sector in the UK. The findings reveal both synergies and tensions between the business and employment conditions of the sector and the wider institutional characteristics of the UK employment model
Employment challenges to the knowledge economy in Europe: The case of IT services
This paper investigates the employment challenges facing the fast-expanding IT services sector in Europe and contributes to debates about what policy reforms are required to nurture the so-called knowledge economy. The IT services sector is highly internationalised and strongly concentrated in all the four countries examined - Austria, France, Germany, and the UK. Nevertheless, policy reform is unlikely to follow a universal route, since the deve…
Outsourcing and Offshoring of Business Services: Challenges to Theory, Management and Geography of Innovation
Drawing on an original survey, we discuss the trends and challenges posed by the outsourcing and offshoring of business services. We document and analyse the increasing offshoring of business services (administrative services, call centres, IT services, procurement and product development) from USA and Europe to less developed countries, the functions offshored, size of offshorers, destination, and delivery models and explore the role of ICTs and…
New human resource management practices in knowledge-intensive business services firms: The case of outsourcing with staff transfer
This article investigates the human resource management practices that underpin a specific model of organizing knowledge-intensive business services (KIBS). Drawing on data from four countries, it examines HR practices in two global IT services firms — EDS and IBM. The market for IT services depends very much on outsourcing and the transfer of IT workers from the client to the IT firm. This has theoretical and empirical implications for how IT fi…

Services innovation and the transformation of work: The case of UK telecommunications
Current transformations in technologies and industrial structure of UK telecommunications have important implications for skills and work organisation. This is examined in different divisions of a large UK telecommunications firm: call centres, customer service centres, engineering sectors and the R&D department. The effect of these transformations on the development of firm competences is discussed

Sectorial specialisation in East Asia and Latin America compared
East Asian countries have been successful at specialising in machinery and capital goods. Latin American countries, on the other hand, have retreated from these sectors, reinforcing their specialisation in resource-intensive goods. Institutional arrangements in place in both regions explain these divergences. In particular, the differences in the strategy and structure of leading firms, the nature of industrial promotion by the government, the de…

Transnational Corporations, Industrial Policy and the 'War of Incentives: The Case of the Argentine Automobile Industry
In the context of intensified internationalization of production, automobile firms in Argentina face a profoundly different structure of incentives to the prior decades of import substitution industrialization. Recent policies in the Argentine auto industry have been aimed at a recovery through a reorientation towards exports. Two initiatives set the context for changes during the 1990s: an industry-government-labour agreement and the implementat…
