Post-conflict party-building in Southern Philippines
Disasters and the rise of global religious philanthropy
This article seeks to make sense of the rise of global religious philanthropy in relation to disaster. Global religious philanthropy refers to the transnational activities of religious organizations to respond to humanitarian crisis. These organizations can be faith-based initiatives or religious groups or denominations that have created humanitarian services for the specific purpose of relief and recovery in other countries. The first part spell…
Introduction
This Special Issue seeks to understand the formation and development of Asian political dynasties that extended or continue to extend power through at least two generations by comparing and contrasting the experiences of eight select country cases in the region. The Issue concentrates on “political dynasties” rather than “political families” because we examine the chronological extension of clout by a kinship group over the geographical unit in w…

Philippine Politics and Government
The study of politics and government in the Philippines was borne out of critical junctures in historical state-making and nation-building in the country. From colonialism to nationalism, modernization, authoritarianism, and democratization, the Philippines is an interesting case study since it reflects significant periods in its political history. The emergence of political science in the Philippines has contributed to the rise of several Philip…
Interrogating the links between dynasties and development in the Philippines
This article nuances the poverty-inducing effect of political dynasties. We argue that local dynasties in the Philippines can pursue different development trajectories based on their ownership of local businesses and their province's initial state capacity. Adapting a framework developed by Bourguignon and Verdier, we develop a typology of political dynasties that acknowledges heterogeneity in their motivations as well as in the political opportu…
The Philippines in 2021
In his last year in office, populist Philippine president Rodrigo Duterte faced the deadly surge of the Delta variant of the COVID-19 pandemic. His government continued to struggle with the health crisis despite implementing one of the most heavy-handed lockdowns in the world. In his final State of the Nation address, he trumpeted his administration’s “war on drugs” and ordered the military to hunt communist insurgents and “shoot them dead.” At t…
The Philippines in 2020
The outbreak of the COVID-19 pandemic initially threatened the populist legacy of Philippine President Rodrigo R. Duterte. Despite implementing one of the longest and strictest lockdowns globally, the country is still struggling to control the virus. While Duterte appears victorious in his assault on human rights and media freedom, his government’s record in fighting the virus is spotty at best. Yet, Duterte’s populism proved resilient. He remain…
Factional Dynamics in Philippine Party Politics, 1900–2019
The Philippines is a rich case study in the examination of intra-party factions and factionalism in competitive party systems of Southeast Asia. Intra-party factionalism is a recurring, yet understudied, aspect of Philippine party politics. The factional nature of Philippine party politics has endured through time – from bifactionalism of the post-war two-party system to the multi-factionalism of the post-authoritarian multi-party system. All the…
Duterte Presidency and the 2019 Midterm Election
In this article, we argue that a consequence of Duterte’s presidency is the further weakening of the party system in the Philippines, or the emergence of “anarchy of parties.” Traditionally, Philippine presidents used their power of patronage in a quid-pro-quo manner vis-à-vis the legislators to achieve presidents’ goals, and this executive-legislative transaction was coordinated mainly through the president’s party. However, evidence suggests th…
The 2019 midterm elections in the Philippines
The May 13, 2019 midterm elections were generally seen as a referendum on the first three years of the presidency of Rodrigo R Duterte. The elections tested and consolidated the political strength of Duterte as the country’s populist strongman president. Most of the national and local candidates he endorsed won their contests for the 18,066 national and local positions. The election also resulted in a victory for the administration’s nine senator…
Mapping the Philippines’ Defective Democracy
The Philippines is Southeast Asia’s oldest democracy. Yet democratic institutions fail to show coherence in what is largely seen as a resilient oligarchical state that manages to control the state, economy, and society by constantly adapting and shifting along with the political contours. Despite its rich democratic tradition, the country has not been able to reduce centuries old socio-economic inequalities that have sustained clientelistic polit…
House of clans
A combination of adaptive strategies has enabled political dynasties to maintain their dominance in Philippine congressional politics. Consequently, a variety of political dynasties have emerged in successive political regimes utilizing these strategies. This study investigates the adaptability and resilience of political clans. It is an exposition of the methods undertaken by traditional, new, and emerging political dynasties to maintain their d…

Regional dimensions of the 2016 general elections in the Philippines
This election report will focus on the regional dimensions of the 2016 national and local elections in the Philippines. In doing so, the report aims to draw regional implications for the proposed shift to federalism. The following shall discuss the results of provincial elections for governor clustered along regional administrative lines; elections in the Autonomous Region in Muslim Mindanao (ARMM); elections for congressional districts clustered…
Electoral Campaigning in the Philippines
Electoral campaigns in the Philippines, while patterned after traditional liberal democratic practices, operate under a peculiar set of social and political dynamics. Elections have been an integral part of Philippine political development since its introduction by American colonial rule in the 1900s. The inequitable social structure has engendered a clientelistic political tradition and personality-based electoral campaigning. Electoral campaign…
The Philippines in 2015
The year started auspiciously with the successful visit of Pope Francis in Manila. Unfortunately, the afterglow of the event was overshadowed by the tragic death of 44 members of the Special Action Forces (SAF), 18 members of the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters (BIFF), and five civilians in a botched operation to capture Indonesian terrorist Marwan in Mamasapano, Mindanao. The major political fallo…
Weak State, Strong Presidents
The Philippine presidency is the first and most durable in Asia. As a political institution, it has been rendered enough constitutional power to have a formal semblance of a “strong presidency” but apparently not enough to totally control strategic interests in Philippine society. Applying the concept of “political time,” this article will discuss the rise of the 16th president Rodrigo Duterte within the cycle of presidential regimes in the Phili…
Duterte's Resurgent Nationalism in the Philippines
Early in his administration, Rodrigo Duterte, the controversial sixteenth president of the Philippines, did what no other Filipino president has done before – announce a separation from the geopolitical interests of its former colonial master, the United States of America. Beyond the personal slights caused by the US criticism of his anti-drug campaign lies a deeper sense of historical grievance that has been ingrained in Duterte's generation and…
Electing A Strongman
With a folksy style and tough-guy image, Philippine presidential candidate Rodrigo "Digong" Duterte promised to restore peace and order by any means necessary. Following his surprise victory in the May 2016 elections, Duterte has kept his word, launching the promised anti-drug campaign that saw nearly 1,800 extrajudicial killings within Duterte's first seven weeks in office. Thirty years after the "people power" revolution against the Marcos dict…
The study of politics in Southeast Asia
The study of politics in Southeast Asia emerged out of significant junctures in historical state-making and nation-building in the region. Given the "neglect" of Southeast Asia in "mainstream" Western political science, efforts have been made by scholars within and outside Southeast Asia to form "epistemic communities" like the Asian Political and International Studies Association (APISA) to promote studies about Asia. The Philippines is an inter…
The Philippines
The Philippines had once been the showcase of Western-style democracy in Asia. From 1946 to 1972, a formal two-party system functioned to stabilize intraelite competition in the former American colony. Two parties—the Nacionalista Party (NP) founded in 1907 and the Liberal Party (LP) founded in 1946—contested elections and alternated in power by taking control of the presidency and both chambers of the Philippine congress. However, despite their …
