    Open Access•Orkhan Ismayilov, Simon A Andrews et al.•ARTICLE•Journal of Contemporary Eastern…•2016•Cited by: 3•References: 10

One of the main objectives of this paper is to provide insight to understand the effect of natural disasters on local government finance. That is, to analyze local governments’ sales tax revenues after Hurricane Ike. Three Texas cities are examined: League City, Pearland, and Sugarland. Based on data collected from the Texas Comptroller’s Office and the US Census, we found local governments experience a short-term increase in sales tax revenues a…

  • Sources of organisational resiliency during the Thailand floods of 2011

    Open Access•Simon A Andrews, Simon Andrews et al.•ARTICLE•Disasters•2016•Cited by: 15•References: 27

Based on the Institutional Collective Action framework, this research tests the impact of two competing hypotheses-bonding and bridging-on enhancing organisational resiliency. The bonding hypothesis posits that organisational resiliency can be achieved if an organisation works closely with others, whereas the bridging hypothesis argues that such a structure places considerable stress on an organisation and advocates for an organisation to positio…

This paper examines the importance of grass-root emergency response groups in emergency preparedness. Consistent with the Institutional Collective Action framework, we highlight key constraints associated with local government strategies of mutual resource exchange and barriers to intergovernmental collaboration. We examine local governments’ emergency preparedness using survey data collected in the North Central Texas region. We employed a simpl…

This study reviews the challenges that providers have in surmounting multi-organizational disconnects, unstable professional legitimacy, ambiguous information, and shifting disaster needs in developing a system for delivering DBH services. Based on the adaptive governance framewor…

  • Understanding Horizontal and Vertical Relations in the Context of Economic Development Joint Venture Agreements

    Open Access•Christopher V Hawkins, Simon A Andrews et al.•ARTICLE•Urban Affairs Review•2011•Cited by: 20•References: 55

A joint venture agreement is one type of governance mechanism that can be adopted by local governments to address collective action problems. While much of the current research discusses the importance of regional cooperation, few studies explore the type of relations formed with institutional actors in the context of interjurisdictional agreements. The authors address this gap in the literature by investigating the association among the transact…

  • Regional Integration Through Contracting Networks

    Open Access•Simon A Andrews, Simon A Andrew•ARTICLE•Urban Affairs Review•2009•Cited by: 71•References: 29

This article advances two general hypotheses, bonding and bridging, to explain the process by which local governments decide whether to enter into contracts. The characteristics of goods and services are important factors in these decisions. In high asset-specificity transactions, the bridging hypothesis predicts local governments will establish ties with only a few “high status” actors, whereas in transactions for services with measurement diffi…
