Park Free or Die: Rural Consciousness, Preemption, and the Perennial North Dakota Parking-Meter Debate
North Dakota’s unique statewide parking-meter ban was instituted by initiated measure in 1948. The 2017 legislative session witnessed the most credible effort to repeal the ban in decades. The legislative debate centered on tradition, the state’s long-standing urban–rural split, and its lingering populist roots. The authors place this debate within a larger rural-consciousness literature and examine how the politics of rural resentment contribute…
Assessing the impacts of transaction costs and rapid growth on local government service provision and delivery arrangement choices in North Dakota
The Impact of Military Forts on Agricultural Investments on the Great Plains in 1880
The authors investigated empirically the relationship between agricultural development and proximity to military forts in Kansas, Nebraska, and Colorado in 1880. Agricultural investments were substantially higher in counties where a military fort was present, suggesting that military forts stimulated agricultural development on the Great Plains. However, the reverse was not true. The authors found no statistical support for the notion that forts …
Political Orientations and Behavior of Public Employees: A Cross-National Comparison
Using data from 18 countries, we study the attitudes, behavior, and characteristics of government employees. Researchers have found mixed support when attempting to determine whether public employees differ from the general population, and they have speculated about the ramifications of any differences, including growth in the size of government and budget maximization. We assess whether government employees are comparatively more left leaning in…
The Railroad's Impact on Land Values in the Upper Great Plains at the Closing of the Frontier
We show that the impact of transportation improvements on land values is complex with a direct, positive relationship on the price of land and also a positive relationship with the ratio of improved acres to total acres, another important influence on the per acre price of land. We construct a two step estimation that removes the impact of transportation outlets on the ratio of improved to total acres before including the transportation variables…
The impact of disasters on small business disaster planning: A Case Study
A major flood in 1997 forced the evacuation of Grand Forks, North Dakota and caused damage of USD 1 billion. Despite this recent disaster there is only marginal evidence of an increase in disaster recovery planning by businesses that experienced the flood. This finding is consistent with the results of other business-related disaster research. Statistical tests of survey results from 2003 indicate that there is a significantly higher rate of disa…
The Duration of Book Credit in Colonial New England
Account books show that merchants frequently used book credit in exchanges with consumers. The ability of credit to act as a substitute for currency in payments depends on the terms attached to the credit, such as its duration. To investigate duration more systematically, the author employs life table analysis and the singulate mean age at marriage, methods commonly used in demography, to analyze debt records from eighteenth-century Connecticut a…
