The Dhamma wheel from Chainat, Thailand: An epigraphic excerpt from the Pali Dhammacakkappavattana , and related finds
Stone-carved “wheels of Dhamma” ( dhammacakka s) symbolizing the Buddha’s enduring teachings constitute an aesthetic corpus of objects once raised on columns set in ornate bases. These dhammacakka s were produced in central Thailand in the second half of the first millennium during the Dvāravatī period. Some carry Pali inscriptions which bear witness to the state of the Pali textual tradition in central Siam in the seventh to ninth centuries. Giv…

Towards a tika political science: Restoring balance, reflecting our context
This article is a rejoinder to two previous articles about the political science discipline in Aotearoa New Zealand published in The Australian Journal of Indigenous Education: Annie Te One and Maria Bargh's "Towards a Fairer and More Tika Political Science and Politics: Are Political Science Programs Equipping Students Adequately for Aotearoa Realities?" Evaṃ Me Sutaṃ: Who Heard What
My paper does not go much beyond the first four words of the title of the conference for which this paper was written: 'Thus have I heard'.From its beginnings to the present, this phrase has propelled Buddhist literature across Eurasia and beyond. The deceptively simple phrase is the logic and the foundation (nidāna) for the authority of the scriptures. The 'who' of the matter is this: who heard what and where did they hear it
Evidence, interests and argumentation: An environmental policy controversy in a small New Zealand town
This article examines interactions between different forms of authoritative knowledge and evidence in a public dispute over an environmental problem. It draws on a case set in a small coastal town in New Zealand where the local community had expressed concern over the degradation of a river-mouth estuary caused by catchment management works built in the 1950s to support the farming sector. The estuary historically had been an important economic a…
Impermanence’: A Translation of the First Chapter of the Tibetan Udanavarga
The Udanavarga is a grand compendium of Buddhist verse, compiled by a Dharmatrata about whom we know next to nothing. In Sarvastivadin and Mulasarvastivadin circles the Udanavarga was as popular as is the Dhammapada in Theravadin circles, and it circulated widely in South and Central Asia. Here I give an English translation from the Tibetan of the first chapter, ‘Impermanence’
Collective desolation, individual consolations: Contours of everyday neoliberal subjectivities
There is a large literature dealing with neoliberal subjectivities at a conceptual and theoretical level. This paper joins a growing body of empirical studies of entrepreneurial subjectivity as it is lived and experienced. This article presents an analysis of a series of focus groups designed to explore the contours of the neoliberal subjectivities of a deliberately diverse group of citizens in contemporary New Zealand. Findings support the thesi…
Why can't we get what we want? Inequality and the early discursive practice of the sixth Labour government
Focus groups convened in New Zealand in 2014 confirmed a major finding of previous research: that while most people are concerned about existing levels of economic inequality, there is considerable uncertainty over whether and how a more equal distribution might be achieved. In asking why participants acquiesced to views that they did not like, the article suggests that they lacked a language in which to imagine or articulate their preferred alte…
Calligraphic Magic: Abhidhamma Inscriptions from Sukhodaya
The article presents five fifteenth- to sixteenth-century Pali inscriptions from Sukhodaya, Thailand. Three of them are engraved in the Khom alphabet on large square stone slabs, with considerable attention to format; they seem to be unique in Thai epigraphy. Two of these carry extracts from the Abhidhamma; the third gives a syllabary followed by the recollection formulas of the Three Gems. The other two epigraphs are written not on stone slabs b…

Getting Ahead through Our Own Efforts: Public Attitudes towards the Deservingness of the Rich in New Zealand
The high level of academic, public and policy attention paid to the deservingness of the poor and (especially) of welfare recipients contrasts with the scant attention paid to the deservingness - or otherwise - of the rich. This discrepancy reflects socially dominant - but contestable - ideas about equality of opportunity and the role of individual merit within market systems. In this journal, Karen Rowlingson, Stewart Connor and Michael Orton ha…
Everyday emergency: Crisis, unease and strategy in contemporary political discourse
Contemporary politics is marked by a proliferation of crises and crisis narratives. This article focuses, however, not on discrete crisis narratives but on an important characteristic of contemporary politics: a sense of constant crisis and a related sense of pervasive unease and anxiety. Drawing on the notions of the governmentality of unease and of the discourse of strategy, the article argues that diverse actors construct a narrative of consta…

Immigration policy in New Zealand: Divergent narratives, shared assumptions and national identity
Policies can be analyzed as stories about who and what is valued within society. Immigration policy (and immigration policy narratives) offer particularly clear renderings of such stories. This article critically adopts the approach of narrative policy analysis to explore the core assumptions that are shared by apparently opposed policy narratives of immigration policy in contemporary New Zealand. It theorizes these shared assumptions as a policy…
We must agree on our vision: New Zealand Labour’s discourse of globalisation and the nation from 1999–2008
From 1999–2008, New Zealand’s Labour-led coalition Government fashioned a specific discourse of globalisation and the nation. Within a representation of globalisation as a realm of hostile competition, New Zealanders were increasingly addressed as contributors to an urgently necessary and meaningfully shared national response. While there was nothing particularly unusual about this discourse, the history and structure of New Zealand society meant…

The Construction and Use of National Identity in Contemporary New Zealand Political Discourse
New Zealand's Labour-led coalition governments in power from 1999 to 2008 committed themselves to defending and promoting a unique and confident sense of national identity. While Labour officially defined the nation in terms of openness, diversity and tolerance, this article argues that in practice they tended to stress a narrower set of identity markers: those, such as creativity, flexibility and innovation, consistent with its reading of global…
New Zealand's Fifth Labour Government (1999--2008): A New Partnership with Business and Society
New Zealand's fifth Labour Government, in power from 1999 to 2008, offers a telling case study of a nominally social democratic party re-defining its relationship with business. On the basis that the government is, to a large extent, a linguistic activity, this article focuses on the Government's political discourse, contrasting it with those of the two previous Labour administrations (1972-75 and 1984-90). Drawing on a critical analysis of the t…

Trajectories of Arts and Culture Policy in New Zealand
This article examines how arts and culture policy has been discussed since the 1960s in New Zealand, showing how it has increasingly been coupled with the construction of national identity. It also suggests that the rhetoric of the current Labour government marks a significant change. Against the traditional understanding of arts and culture as public and cultural goods, whose vital - if intangible - benefits justify the inevitable economic cost,…

New Scots: The Fresh Talent Initiative and Post-Devolution Immigration Policy
The devolved Scottish parliament promised to deliver Scottish solutions to Scottish problems. But the parliament was devolved, not independent. While certain powers and responsibilities health, education, economic development and the arts, for example were devolved, Westminster retained responsibilities for areas of policy deemed to be best run on a United Kingdom basis, such as foreign affairs, national security and macro-economic matters. This …

Vasubandhu on Travel and Seclusion
Justly famed for his Abhidharmakota, for his Vijfi.aptimatratasiddhi, and other works, Vasubandhu looms large in the history of Indian Buddhism. But despite his fame one of his most important works is scarcely known to modern scholarship. This is the Vyakhyayukti, or "Principles of Exegesis". The work was enormously influential, both in India and Tibet. Its importance in India may be .seen, for example, in the Nibandhana on the Arthavinifrayasutr…
Some Literary References in the "Grande Inscription d'Angkor" (IMA 38)
Ārādhanā Tham: ‘Invitation to Teach the Dhamma’
In Thailand, one of the main vehicles for the dissemination of knowledge about Buddhism is the sermon. This was especially so in the pre-modem period of limited literacy, and it is still so today. In formal contexts, whether in a temple or elsewhere, before a monk preaches a sermon a lay follower will recite a Pali verse inviting him to do so
Tripiṭaka in Practice in the Fourth and Fifth Reigns: Relics and Images According to Somdet Phra Saṅgharāja Pussadeva’s Paṭhamasambodhi Sermon
The Tripiṭaka is not simply an inert collection of manuscripts or books. It is a living thing, a store of ideas that has marked many aspects of social life, from ritual to ethics to mediation pratice, to literature, art, and education. The ideas and ideologies of the Tripiṭaka pervade society. One of the main ways through which the Tripiṭaka leaves the library and penetrates society is the sermon, which adapts the ideas and ideals of the Tripiṭak…

An Oṃ Maṇipadme Hūṃ. Inscription from South-East Asia
The six-syllable mantra of Avalokiteśvara, om manipadme hum, is omnipresent in Tibet and the Himalayan regions. In South-East Asia, however, despite the fact that images of Avalokiteśvara have been found in large numbers throughout dating from roughly the 6th to 12th centuries, only one inscription giving this mantra has come to light. This paper offers a description, a transcription, a translation and a commentary of this exceptional inscription

Geographies of Intertextuality: Buddhist Literature in Pre-modern Siam
Geographies of Intertextuality : Buddhist Literature in Pre-modern Siam. Peter Skilling. Far from being marginal or provincial, Southeast Asia— this land "between India and China"— was a cultural crossroads, with intricate links by land and sea with the wider world. In the geographic imagination, Southeast Asia was located in Jambudvīpa, the "Southern Continent" of Buddhist cosmology. The article examines the Buddhist literature of the region, in…
For merit and Nirvana: The production of art in the Bangkok Period
