Facilitating permanent carbon storage through risk transfers? Analyzing the insurability of the carbon leakage liability
Geological storage of CO 2 is expected to play a role in mitigating climate change, especially for carbon capture and storage (CCS) in hard-to-electrify sectors, and for carbon dioxide removal (CDR) under net-zero targets. One challenge of geological CO 2 storage is the risk that CO 2 later returns to the atmosphere. Policymakers aim to address this risk by imposing CO 2 leakage liabilities on storage operators, potentially also mandating insuran…

A global analysis of expected revenues from carbon dioxide removal
Carbon dioxide removal (CDR) must scale rapidly to achieve net-zero emissions by mid-century. This scale-up requires substantial investment in the CDR industry, underpinned by stable revenues. While various different revenue streams are conceivable, and academic literature proposes diverse interventions to support CDR, we lack an empirical understanding of revenue expectations from the actors that develop and deploy CDR solutions. Drawing on 50 s…
How do technology-inherent characteristics affect valuation processes in innovation systems
Technology valuation processes describe how the value of an innovation is created, embedded and changed for society. They are therefore crucial to understanding a technology's speed of diffusion. Recent literature has highlighted the importance of technology-inherent characteristics for innovation processes, i.e. the creation of new technologies. However, the role of these characteristics in shaping the valuation processes and thereby the diffusi…

Five grand challenges of offshore wind financing in the United States
Offshore wind energy has the potential to play a critical role in fostering a renewable energy transformation in the United States. This owes to its massive technical potential, strategic location near densely populated coastlines, and—relative to onshore wind and solar—high capacity factors and consistent production. The Biden Administration's target to build 30 GW of offshore wind capacity by 2030 (from 0.04 GW today) requires the creation and …

Representation of financial markets in macro-economic transition models—a review and suggestions for extensions
As the energy transition accelerates and renewable energy technologies become cost-competitive with fossil fuels in many countries, the availability of finance could become a bottleneck. Integrated assessment models (IAMs) and other macro-economic transition (MET) models typically do not feature detailed financial markets and do not sufficiently consider financing barriers and opportunities for the transition to carbon neutrality. While progress …

Determinants of fossil fuel divestment in European pension funds
Divestment from fossil fuel companies could help align financial flows with climate targets and reduce the related risk exposure of investors. Yet, investors reach different conclusions whether to divest. In this article, we derive hypotheses for financial and non-financial divestment motives to explore the determinants of divestment. Using a newly compiled data set on the 1000 largest European pension funds, we find that 129, or 13%, of these fu…
A historical turning point? Early evidence on how the Russia-Ukraine war changes public support for clean energy policies
Given the importance of oil and gas from Russia for many European countries, the invasion of Ukraine by Russian forces in 2022 could be a turning point for energy policy in Europe. A framing in line with the clean-energy transition, however, is not a given. Here, we present early evidence on how the war has changed public policy support for policies aiming at the phase-out of fossil fuels, and for policies supporting the phase-in of clean energy …
Strengthen finance in sustainability transitions research
A comparative analysis of green financial policy output in OECD countries
The mitigation of dangerous climate change requires massive investments in low-carbon technologies. Accordingly, the redirection of finance flows is a key objective of the Paris Agreement, and countries have started to enact policies to influence financial actors to this end. However, transparency on such policies is low, and it is hardly possible to compare policy activity internationally. To fill this gap, here we present a comparative analysis…
