Jan Øberg is Director of Transnational Foundation for Peace and Future Research in Sweden. Conflict mitigation in former Yugoslavia
Since 1945, the United Nations has tried to keep the peace basically by practicing nonviolence. The blue helmets have served as cease‐fire monitors, buffer zones, or intermediaries in conflict hotspots. UN soldiers have been armed only with what might be necessary for pure self‐defense of the personnel. The rule of thumb has been that the United Nations must be perceived by all parties as impartial and must not take part in any military action. B…

The article analyses the growing peripheral mili tarization as it develops through transfers of major weapons. Trends are examined from 1950 to 1973.
