Political Theory: The Nordic Scene
This article helps those who are not already familiar with normative political theory to find their way around the N ordic scene. It surveys works that have come out of the N ordic countries from 1990 onwards. They are filed under five headings: (1) studies of political decision making; (2) distributive and retributive justice; (3) priorities and standards of policy in assorted areas; (4) boundaries between jurisdictions; and (5) meta‐normative m…
Climate science and the way we ought to think about danger
Those who warn that anthropogenic emissions of greenhouse gases may precipitate climate change have good cause. But there is both epistemic and strategic reason to be frank about uncertainties surrounding climate science. First, a conjectural assessment of danger is all that existing evidence permits and, secondly, sound scepticism may drive out nihilistic scepticism, that is, the notion that nothing ought to be done as long as we cannot be sure …
Imperfect Science
On a crucial issue, the first report of the IPCC speaks with two tongues. It expresses confidence in the greenhouse theory and, at the same time, says that evidence for the theory is indeterminate and inconclusive. This article addresses it-self to two candidates for an explanation. The first hypothesis builds on the straightforward observation that people do not always speak their mind. But there is little reason to believe that contradictions i…

Democracy in the United Nations. For and Against
Raino Maines, ‘Democracy in the United Nations. For and Against’, Forum for Development Studies, 1996: 1, pp. 5–34. This article concludes with four observations: - there are divergent and weighty reasons for preferring democratic procedures to other modes of decision-making in the UN. - there are significant moral and pragmatic objections against the existing constitutional structure of the UN. - U Thant's statement that ‘it is hard to imagine a…

Leader' and `Entrepreneur' in International Negotiations: A Conceptual Analysis
Governments, organizations and individuals who do something out of the ordinary to influence the course and outcome of international negotiations, are sometimes called leaders or entrepreneurs. This article discusses the meanings of the two concepts. The first part defines `entrepreneur' and `leader' in general terms, by reference to how the concepts traditionally have been used. The second part asks how leadership can be exercised in negotiation…
Philosophical Argument and Political Practice: On the Methodology of Normative Theory
The article discusses methodological issues in normative political theory. The basic assumption is that normative theory has a dual purpose in both establishing valid principles of differentiating right from wrong and influencing actions and institutions in the right direction. The article starts by distinguishing between two approaches to normative political theory: one stresses the interpretation of existing ideas and conventions; the other tak…
Opec and the Problem of Collective Action
The article considers the success of the Organization of Petroleum Exporting Countries (OPEC) in con trolling the price of crude oil as a possible example that the destructive logic of collective action may be circumvented. It is argued that the OPEC countries have succeeded in the pursuit of their collective cause due to the ability and willingness of Saudi Arabia to make good the damage perpetrated by free-rider conduct. Yet, the recent (March …
