Understanding the Dynamics of State Responses to Security Threats in the Sahel
What explains variations in Sahelian states’ responses to jihadist threats? Observing that subnational groups relate differently to the state, we suggest that historically excluded groups are more likely to develop grievances and to support jihadists if they operate in their region. The more violence in these regions, the less likely the state is to mount a forceful response and the more likely it is to delegate it to non-state actors. In making …
The war on terror in context
What explains variations in how African countries respond to security threats? How can we explain situations in which countries face a similar regional threat environment and yet respond very differently? In this article we take advantage of a natural experiment offered by instability in Somalia, which has given rise to terrorist threats to neighbours Ethiopia and Kenya. Analysing Ethiopian and Kenyan responses to instability coming from Somalia …
L’État, dans quel(s) état(s)
(In)dépendance, construction de l’État, démocratisation...
When decentralisation undermines representation
African regimes commonly use strategies of balanced ethnic representation to build support. Decentralisation reforms, often promoted in order to improve political representation and state access, can undermine such strategies. In this article we use the example of the DR Congo to show the extent to which the multiplication of decentralised provinces is upending a political system largely based until now upon collective ethnic representation in th…
Shifting Grounds for African Secessionism?
Secessionism in African Politics
Secessionism perseveres as a complex political phenomenon in Africa, yet often a more in-depth analysis is overshadowed by the aspirational simplicity of pursuing a new state. Using historical and contemporary approaches, this edited volume offers the most exhaustive collection of empirical studies of African secessionism to date. The respected expert contributors put salient and lesser known cases into comparative perspective, covering Biafra, K…
Africa’s Secessionism
Aspirations and Realities in Africa
The long-delayed Congolese presidential elections of 30 December 2018 resulted, by most credible accounts, in a landslide victory for opposition candidate Martin Fayulu, with the candidate backed by the regime of outgoing president Joseph Kabila coming a distant third. Yet a third candidate, Felix Tshisekedi, was announced the winner after he struck a power-sharing deal with Kabila. The massive legislative- and provincial-election victories that …

A Potemkin state in the Sahel? The empirical and the fictional in Malian state reconstruction
Despite significant reconstruction efforts in the wake of its 2012–2013 collapse, Mali remains mired in crisis: violence is on the rise, institutions are dysfunctional, the military is inefficient, investments are few, and corruption is rampant. We suggest that Mali’s reconstruction’s failure is but the latest iteration of a general failure at building the Malian state. This failure derives from a sheer lack of resources to sustain statehood and …
Making and Unmaking Nations
Genocide studies do not make for fun reading. Scott Straus’s latest book might not violate this rule, but it bends it. This is an exciting, erudite, thought-provoking, and highly readable book. It engages with the highest levels of scholarship on genocide and African politics while remaining largely accessible to general readers, and it offers a new comparative theory of genocide that is both illuminating and intuitively appealing. Straus’s premi…
Misguided and Misdiagnosed
The DR Congo embarked upon decentralization reforms in 2006 to improve governance and accountability, undermine predation, corruption, and personal rule, bring government closer to the people, and promote local development. As of 2014, despite some regional variations, Congolese decentralization had instead increased the degree to which the state extracts the resources and incomes of its citizens. It had also fostered provincial centralization at…
The “Power-Sharing” Trap
The "Power-Sharing" Trap Pierre Englebert (bio) Power Politics in Zimbabwe. By Michael Bratton. Lynne Rienner, 2014, 281 pp. Michael Bratton, Afrobarometer's founder and now one of its senior advisors, has written a powerful and deeply personal book about Zimbabwean politics that also yields considerable comparative insights for students of democracy in other parts of Africa. Bratton was born in 1949 in what was then called Rhodesia, and spent hi…

Extraversion, vulnerability to donors, and political liberalization in Africa
In seeking to maintain their power, many African regimes rely on strategies of extraversion, converting their dependent relations with the external world into domestic resources and authority. This article assesses the relationship between extraversion and political liberalization, a dimension of African democratization that has been somewhat underappreciated in recent empirical studies. African countries vary in their extraversion portfolios, or…
Africa
Though the demise of one or another African state has been heralded for nearly five decades, the map of the continent remains virtually unchanged. By and large, these states have failed to protect and promote the interests of their citizens; yet they endure. Asking why, Pierre Englebert carefully articulates the manner in which international sovereignty is translated into domestic legal command—and the sorrow that ensues.

Pre-Colonial Institutions, Post-Colonial States, and Economic Development in Tropical Africa
It is well known that Africa's development lags behind that of other regions. Lesser known is the substantial variance in development fortunes within Africa, with “miracle” economies compensating for the region's development disasters. Prevailing theories of Africa's average performance fail to account for intra-African disparities. Using empirical evidence from cross-sectional data, this study offers a new explanation for success and failure in …
Postconflict Reconstruction in Africa
Postconflict state reconstruction has become a priority of donors in Africa. Yet, externally sponsored reconstruction efforts have met with limited achievements in the region. This is partly due to three flawed assumptions on which reconstruction efforts are predicated. The first is that Western state institutions can be transferred to Africa. The poor record of past external efforts to construct and reshape African political and economic institu…
Dismemberment and Suffocation
Do African countries suffer from their arbitrary boundaries? The authors test several hypotheses from the debate on this question. They differentiate, one by one, the degree of arbitrariness of African boundaries along two axes: the extent to which they partition preexisting political groupings (dismemberment) and the degree to which they bring together distinct precolonial political cultures (suffocation). They find that dismemberment is positiv…
Patterns and Theories of Traditional Resurgence in Tropical Africa
Primary Commodities and War
Political economists argue that developing countries with abundant natural resources are likely to suffer from the curse, a double-barreled affliction of poor governance and irresponsible economic behavior.1 Analysts have applied this approach to civil wars, arguing that primary commodity dependency may stimulate armed rebellion.2 Abundant natural resources are a honey pot, tempting potential rebels to try their luck, especially in the world's po…

Born-again Buganda or the limits of traditional resurgence in Africa
Since the restoration of traditional leaders in Uganda in 1993, the Kingdom of Buganda has developed unusually effective institutions, financing mechanisms and policy tools, re-building itself as a quasi-state. The reinforcement of Buganda's empirical statehood provides one of the farthest-reaching examples of the current trend of traditional resurgence in African politics and to some extent supports claims for the participation of traditional st…

A research note on Congo's nationalist paradox
Precious little is redeeming about the state in Congo. Created as a foreign enterprise of exploitation, it reproduced as the instrument of an extractive colonization system, in turns violent and paternalistic. Once independent, it provided the stage and the reason for five years of sheer chaos and three decades of brutal arbitrary rule, predation and economic ruin, before collapsing at the end of the 1990s into civil wars marked by ethnic polariz…

Bureaucratic and Political Corruption in Africa
Since the 1970s, most countries in Africa have failed to make any significant improvements in the standard of living of their citizens. One of the most important reasons advanced to explain continued poverty and deprivation in the continent is pervasive corruption. Corruption, the subject of this book, has become quite pervasive in Africa and now constitutes an important development constraint. This book emphasizes the public choice perspective t…
