Negotiating Borders through a Politics of Scale: Municipalities and Urban Civil Society Initiatives in the Contested Field of Migration
In contrast to the increasingly repressive migration policies at national and supranational scales, new pro-migrant policies, networks, and practices of support have been initiated at the local scale. In numerous European municipalities, political visions and concrete experiences of inclusive approaches in the field of migration have emerged in recent years that combine questions of the right to global freedom of movement and social rights. While…
Civil Society Organizations Engaged with Illegalized Migrants in Bern and Vienna: Co-production of Urban Citizenship
Arenas of fragile alliance making. Space and interaction in precarious migrant protest in Berlin and Vienna
Comparing migrant protests in Berlin and Vienna, this article analyses dynamics of alliance making in precarious mobilizations. It suggests that a ‘players and arenas’ perspective allows shedding light on the contentious and fragile interactions among a heterogeneous set of players typical for protests in contexts of marginalization. These interactive dynamics involve migrants with various legal status and social backgrounds as well as supporting…
Building Transversal Solidarities in European Cities: Open Harbours, Safe Communities, Home
Over the past years, we have seen a rise in political mobilisations in EUrope and elsewhere, by and in solidarity with migrant newcomers. This article focuses on specific examples of what we conceptualise as transversal solidarities by and with migrants, and rooted in the city, the focus of this special issue. The examples we explore in this article include: Trampoline House, a civil society organisation which provides a home to migrant newcomers…
Local responses in restrictive national policy contexts: Welfare provisions for non-removed rejected asylum seekers in Amsterdam, Stockholm and Vienna
This paper examines municipal responses to restrictive national policies by focussing on welfare provision for non-removed rejected asylum seekers. Using an analytical framework of multi-level governance, we investigate processes of conflict and cooperation and the demarcation of responsibilities between government tiers at the intersection of migration and welfare policy. In an in-depth analysis of the cases of Amsterdam, Vienna and Stockholm, w…
Social Policies as a Tool of Migration Control
Migration-control policies have become a topic of considerable debate among political actors in many European countries, increasingly, in the aftermath of 2015. Debates and policy measures focus on
Deserving Shelter: Conditional Access to Accommodation for Rejected Asylum Seekers in Austria, the Netherlands, and Sweden
Limitations in access to welfare services for noncitizens of a host country are structured through conditional entitlements, which require benefit claimants to meet certain conditions to access welfare services. This article explores the conditions and regulations determining access to state-organized accommodation facilities for non-removed rejected asylum seekers in Austria, the Netherlands, and Sweden and the way in which these conditions are …

Contentious Politics of Refugee and Migrant Protest and Solidarity Movements: Remaking Citizenship from the Margins
Demand and Deliver: Refugee Support Organisations in Austria
This article analyses four emerging refugee support organisations in Austria, founded before the so-called refugee crisis in 2015. It argues that these organisations have managed to occupy a middle space between mainstream NGOs and social movements with structures of inclusive governance, a high degree of autonomy, personalised relationships with refugees, and radical critique combined with service delivery. Based on interviews with the founders …
Introduction: The Contentious Politics of Refugee and Migrant Protest and Solidarity Movements: Remaking Citizenship from the Margins
Throughout the world, political mobilizations by refugees, irregularized migrants, and solidarity activists have emerged, demanding and enacting the right to move and to stay, struggling for citizenship and human rights, and protesting the violence and deadliness of contemporary border regimes. These struggles regularly traverse the local and constitute trans-border, trans-categorical, and in fact, social movements. This special issue inquires in…
Refugee Protest Camp Vienna: Making Citizens Through Locations of the Protest Movement
The Refugee Protest Camp Vienna started in 2012 as a protest against the living conditions found within the biggest reception centre in Austria, and turned into a highly visible protest movement organized by asylum seekers and activists. In this paper, I investigate how and to what extent this protest movement, through a form of contentious politics, succeeded in challenging exclusionary policies and improving asylum seekers’ rights and living co…
Determining Turkish migration to Austria: The role of migration policy
Migration from Turkey to Austria started as “guest worker” labour migration. Soon, however, there were signs of permanent immigration from Turkey to Austria leading to a permanent migration in which the differences between labour and family migration began to blur. How can we explain Turkish migration and its shifting dynamics to Austria from a historical perspective? Which factors have played a role in shaping this migration? Turkish migration t…
Stabilization through Europeanization? Discussing the Transformation Dynamics in Turkey
Various works of the Neo-Gramscian School analysed the Integration of Central and Eastern European Countries (CEEC) and the role of the European Governance process as a decisive actor in the transformation processes that opened the way to membership. The “first” generation of these works focused on the question of how transnational neo-liberal policies, deepening and integration of the EU and peripherialization of the CEEC relate to each other. H…
