Forgotten Fighters in Their Own Words
Between 2011 and 2015, more than 30,000 foreign fighters, most from the Arab world, traveled to Syria and Iraq to join radical jihadi groups. This article explores another group of combatants who have largely been ignored in the literature: pan‐Arab foreign fighters. This element was mostly part of the Arab Nationalist Guard, a secular, highly ideological organization that constituted the largest group of anti‐Islamic State fighters in Syria. It …
The Hazimiyah current of the Islamic State
This paper looks at the origins, foundation and implication for the emergence of the most radical existing extremist current within the Islamic State i.e. Al Hazimiyah. Abu Umar Al Hazimi, initially a rather unknown Salafi scholar and the inspirator of the extremist current, rejected the concept of Ignorance as an excuse (Udhr Bil Jahl) generally accepted by radical jihadi organization, including the Islamic State. While he was never a member of …
The Threat of North African Foreign Fighter Returnees
North Africa is often perceived to be vulnerable to threats from returning jihadist fighters coming home from campaigns in Syria and Iraq, especially in the aftermath of the Islamic State organization's 2019 collapse. This article, however, argues that the danger posed to the Maghrib by foreign fighter returnees is less acute than predicted. The reasons for this diminished threat include the civil war in Libya, disaffection due to intra-jihadist …
The Shifts in the Jihadi-Salafi Paradigms
This paper, based on numerous interviews conducted with former jihadists, argues that the emergence of the Islamic State, more than an organizational rift, has led to a major paradigm shift within the jihadi organizations. As such we argue that the Al Qaeda salafi jihadi paradigm, i.e., the “Peshawar paradigm,” has gradually evolved over the years, becoming more in phase with the realities of the battlefield and less dogmatic, explaining this org…
The Libyan Crisis
The Failed Ideological Hybridization of the Islamic State
The Islamic State (IS) was founded on the premise of a “new ideological” offer based on extreme takfir as an alternative to Al-Qaeda ideology i.e. Salafism-Jihadism. More specifically and ideologically speaking, IS ideology rested on the alliance between three schools of thought: the Neo-Takfiri, the Bin Ali, and the Hazimiyah. However, instead of coalescing into a single coherent thought, those three schools confronted each other in a violent in…

The Impact of Isis on Algeria's Security Doctrine
Confronting Al-Qa'ida in the Islamic Maghrib in the Sahel
This article analyses the position of Algeria towards Al-Qa'ida in the Islamic Maghrib (AQIM) and the Algerian strategy towards the crisis in northern Mali. Indeed, this article shows that the strategy of Algeria during the crisis and its support for a so-called 'political solution', stemmed from the Algerian experience during the civil war in the 1990s. The Algerian leadership considered that the turning point of the civil war against the jihadi…
China and the Iranian Nuclear Crisis
This article analyses, the complex relationship between Tehran, Beijing and Washington on the Iranian nuclear issue. Indeed, China's policy towards Iran has often been described as ambiguous, in supporting Washington, on the one hand, while protecting Tehran, on the other hand. In this article, we argue that, in fact, Beijing policy vis-a-vis Tehran depends on the state of its relationships with Washington. Indeed, a closer analysis shows that Ch…
