Policy Advice in Brazil: Sources and Uses of Policy Knowledge in a Federal Presidential System
In this paper, we analyze the dynamics of policy advisory systems and the use of policy knowledge in contexts characterized by weak institutionalization and limited influence from Anglo-American models of policy advice, such as Brazil. We synthesize findings from a large research project carried out between 2019 and 2024, which combined two large-N surveys of Brazilian federal bureaucrats (conducted in 2019 and 2021) with six case studies across …
Variation in evidence use across policy sectors: The case of Brazil
Evidence use across policy sectors is widely believed to vary as each sector espouses a specific and dominant pattern in how it sources evidence. This view privileges the idea that a “culture of evidence” serves as a norm that guides behavior in the entire sector. In this article, we seek to nuance the policy sectoral approach to understanding evidence use by analyzing the results of a large-N survey of federal employees in Brazil (n = 2,177). Ou…

Analytical capacity as a critical condition for responding to Covid-19 in Brazil
The coronavirus disease 2019 (COVID-19) pandemic posed several challenges to the Brazilian health system, among them the general context of ambiguity and uncertainty and the conflicting positioning of the government in power concerning scientific advice resources. Different aspects can be analyzed to explore the dynamics of strengthening and resilience of the system. This paper focuses on its analytical capacity, examining how it was developed an…
Policy transfer capacity: The role of individuals, organizations and systems on the adoption and internationalization of policy instruments
Contemporary policymaking has been characterized by both a progressive state involvement in the internationalization of domestic policies and the intensification of influence of global agendas which demand that states implement new practices posed by multilateral agencies. Policy transfer literature has focused on different aspects of actors’ agency, but there is lack of knowledge about the microdynamics of state capacities that enable policy tra…
Analysing the information sources Brazilian bureaucrats use as evidence in everyday policymaking
The evidence-based policy (EBP) movement argues for policy actors, especially public officials, to use scientific evidence on what works to improve public policies. Empirical research in Anglo-Saxon countries shows that public officials do not use scientific knowledge that widely, often preferring other sources of information, such as news media, public opinion and peers. What about countries with low influence of EBP, what informs policy here? U…
Neste estudo, investigamos as diferentes …
