Improving Competitiveness Through Vocational and Higher Education: Indonesia’s Vision For Human Capital Development In 2019–2024
This article explores Indonesia’s readiness to upgrade its human capital in response to changes in population and economic structure in order to harness the technological advances of the Fourth Industrial Revolution. The symptoms of premature deindustrialisation can be clearly observed in Indonesia, suggesting that it needs to improve its productivity to adapt to digital disruption and structural economic change. Supplyside advancement will requi…
Volunteerism after the Tsunami: The Effects of Democratization
Using three waves of survey data from fishing villages in Aceh, Indonesia for 2005–09, the paper examines the determinants of local volunteer labor after the tsunami. Volunteer labor is the village public sector labor force for maintenance, clean-up and renovation of public capital. The highly experienced Boediono was appointed as Coordinating Minister for Economic Affairs, while Sri Mulyani Indrawati was promoted from chair of the planning agency to become Minister of Finance. The former economics coordinating minister, Aburizal Bakrie, was made Coordinating Minister for Social Affairs—out of the economic limelight, but still…
Bribery in Indonesia: Some evidence from micro-level data
This paper outlines and tests a model in which firms seek to reduce the cost of taxes and regulatory compliance by offering bribes to government officials. It finds that firms' profitability (scaled by production costs) largely determines both the amounts paid and the time spent negotiating bribes with officials. Competition between arms of the bureaucracy for bribe income seems to be a result of decentralisation, but the analysis suggests that t…
The Dynamics of Jabotabek Development
This paper examines the dynamics of urban development of the Jakarta metropolitan region, called Jabotabek, from 1980 through the early 1990s. We focus on the rapidly changing spatial allocation of residences and business, finding that Jabotabek is following expected developmental patterns but faces special and some critical problems Population densities remain unusually high and urban development is hindered by very poor land market institutions…
Industrial Development in Cities
This paper uses data for eight manufacturing industries to test for and characterize dynamic production externalities in cities. The authors find evidence of both Marshall-Arrow-Romer (MAR) externalities, which are associated with past own industry employment concentration, and Jacobs externalities, which are associated with past diversity of local total employment. For mature capital goods industries, there is evidence of MAR externalities but n…
