  • Dynamic Municipal Allocation Analysis

    Open Access•L W Dolan, LM Dolan et al.•ARTICLE•Environment and Planning A…•1987•References: 6

Distributional studies of municipal service provision which do not make allowances for population losses and relocation as well as for austerity impacts can make serious inferential errors about intended beneficiaries. In this study, the relocation of fire, police, library, and school facilities are examined in the context of New York City's rapid population change and service retrenchment in the 1960 - 1984 period. The findings demonstrate a con…

  • The Savings/Harm Tableau for Social Impact Assessment of Retrenchment Policies

    John E Seley, Julian Wolpert•ARTICLE•Economic Geography•1985

A savings/harm tableau is proposed for explicit evaluation of alternative retrenchment proposals and their expected impacts. The format should also be useful for collecting and recording information essential to policy officials and citizen groups in determining least harmful solutions to retrenchment. The method parallels cost-effectiveness and goals-achievement procedures but is targeted to the distributional effects of austerity efforts. Some …

  • Targeting Economic Development

    John E Seley•ARTICLE•Economic Geography•1981•Cited by: 1

States have adopted a range of incentives to encourage small business retention and expansion. These include industrial development bonds, tax credits for employment or building programs, and large-scale development to improve infrastructure systems. The effectiveness of such strategies has not been examined carefully. One approach, utilized in this study, is to survey small businesses to determine their perceived needs and reactions to incentive…

  • A Comparison of Technical and Ethnographic Approaches in the Evaluation and Planning of Professional Fire Services

    John E Seley•ARTICLE•Economic Geography•1979

Public service evaluation is increasingly important. Technical approaches, alone, are insufficient to meet new demands for analysis and planning in a political environment. This paper examines the problems of technical analysis in the professional fire service and presents an alternative approach—ethnographic analysis. It is found that the ethnographic approach reveals new insights for the fundamental planning issues of location, community partic…

  • Simulation Approaches to Locational Conflicts

Anthony Mumphrey, Anthony J Mumphrey et al.•ARTICLE•Economic Geography•1973

THE RULES OF THE PENNSYLVANIA PLANNING-OPPOSITION SIMULATION (PPOS) ARE PRESENTED ALONG WITH COMMENTS ON THE MODEL'S SIMPLIFYING ASSUMPTIONS AND SOME ANALYSIS OF THE COMPUTER SIMULATIONS. BY VARYING THE ASSIGNED PROBABILITIES, THE RELATIVE MERITS OF HIGHWAY LOCATIONS AND STRATEGIES CAN BE TESTED. THE SECOND APPROACH, NAMED PARTICIPATION, RESEMBLES A TRADITIONAL GAME AND MAY BE USED TO ILLUSTRATE THE DYNAMICS OF CONFLICT OVER A BROAD SCOPE
