    This paper critiques four premises that guided the development of Head Start: the culture-of-poverty theory; the concept of transgenerational poverty; the assumption of education as a vehicle for upward mobility; and the assumption that the child could serve as a vehicle for the economic mobility of the family. Recommendations for program emphases are presented
