Autonomous vehicles (AVs) are considered a promising element in the sustainable transformation of urban mobility systems. Yet, their potential impact and benefit is highly dependent on how they are integrated into existing infrastructures. This paper explores urban experimentation shaping the development and governance of AVs by analyzing two empirical cases in Germany: Hamburg and Karlsruhe. We highlight the role and interplay of visions and exp…
Driving change? Exploring the role of socio-technical experiments in shaping autonomous mobility transitions
Discusses the role of socio-technical experiments for autonomous driving and their potential to shape mobility transitions. • Identifies a general low case-reporting and weak conceptual linkages to the transition literature. • Emphasizes the need for continuous participatory approaches to induce changes in governance. • Advocates for a broader perspective on experiments as a method to foster transformative change. • Outlines future research avenu…
Technology assessment and the governance of automated vehicles
It is often assumed, at least implicitly, that responsible governance of automated vehicles (AVs) requires more knowledge about the future development of the innovation and its potential consequences. In this context, technology assessment (TA) studies often refer to the so-called Collingridge-dilemma. This paper argues that, at least in the German case, a lack of knowledge in the sense of the Collingridge-dilemma is not the central challenge for…
Knowledge mapping of an artificial intelligence application scenario
Using the Capability Approach as a normative perspective on energy justice
This paper explores how the Capability Approach (CA) can enrich the concept of energy justice by assessing the impact of two cases of digitalisation in the energy sector. Digitalisation promises technical solutions to pressing challenges in the energy sector such as climate change and fossil fuel scarcity. Current academic and popular discussions of these solutions are dominated by a techno-utopian ideal, which sometimes obscures complex ethical …

Personal aerial transportation systems (Pats) – A potential solution for the urban mobility challenges
Transport demand evolution in Europe – factors of change, scenarios and challenges
In the transport sector, where change comes with inertia and investments are made with a long term perspective, decision makers need to consider how the future may look like in the very long term. The work presented in this paper is a scenario analysis focusing on the evolution of transport demand towards 2050, aiming to identify related challenges for European industrial and policy players. It follows up on the work of other recent attempts to s…
A new monitoring process of future topics for innovation and technological analysis
Technology assessment (TA) is defined as problem-oriented transdisciplinary research that aims at working out solutions for societal problems. It provides advice to those in politics, science and wider society on issues related to research, technology and innovation. There is widespread agreement that TA should start at an early phase in order to contribute to responsible strategic technology development. If we assume limited resources, the quest…
Zukünftige Infrastrukturen der Energieversorgung Helmholtz-Allianz Energy-TRANS gegründetFuture Infrastructures for Meeting Energy Demands. Helmholtz Alliance Energy-TRANS Established
