The authors examine how assisted housing units with householders belonging to different racial/ethnic groups receiving Section 8 vouchers and certificates effect change in housing quality of adjacent structures. Public policies developed under the New Federalism of the 1970s and the new privatism of the 1980s have produced a variety of policy problems for states. This is particularly true in the area of environmental policy. This paper looks at environmental policymaking in the coastal zone giving particular attention to the conflicts between the desire to protect renewable resources and the need for economic growth in the coastal zone. These conflicts a…

    Open Access•Eric B Herzik, Alvin H Mushkatel•ARTICLE•Review of Policy Research•1991•Cited by: 1•References: 5

Local governments play a critical, albeit often overlooked, role in nuclear waste disposal policymaking. The centrality of local governments in the policymaking process rests on the simple fact that impacts will be borne disproportionately by local jurisdictions hosting and immediately adjacent to waste disposal sites. This article focuses on the capacity of local jurisdictions in Southern and rural Nevada to absorb and support an undertaking as …

    Open Access•K David Pijawka, Alvin H Mushkatel•ARTICLE•Review of Policy Research•1991•Cited by: 10•References: 10

This paper examines several dimensions of public opposition to the proposed siting of the high-level nuclear waste repository at Yucca Mountain. In order to provide a context for the public's views of the repository in metropolitan Clark County, both governmental studies of the repository siting process are analyzed, as well as elements of the Nuclear Waste Policy Act. This analysis suggests that one potentially key component of the public's oppo…

Ronald Perry and Alvin Mushkatel find that response to initial warnings is influenced by the source of the information-mass media, public authorities, or family and friends…

The literature focusing upon emergency management is diverse and growing. A few years ago, there was little research on policy and administration in this area. Increasingly, however, there is a realization that hazards administration requires an understanding of both the policy process and the intergovernmental system within which it operates.' The importance of these two processes for understanding and improving emergency management is evidenced…

  • The States' Role in Land Use Policy

    Open Access•Alvin H Mushkatel, Dennis R Judd•ARTICLE•Review of Policy Research•1981•References: 1

Historically, land use had been an exclusively local function. By the early 1960s, a “quiet revolution” broke the local government monopoly over zoning and land use, with a larger state role. Those states which passed land use legislation soon were faced with substantial political opposition, especially from rural dwellers and developers. When Congress considered national land use legislation in the early 1970s. these same interests united in eff…
