Location Optimization of Urban Mining Facilities with Maximal Covering Model in GIS
Urban mining offers an efficient supply of resources because of rich mines and low environmental impacts. Location selection and optimization for urban mining facilities is more complicated than for natural mines, given that it may vary according to the urban population, consumption habits, and economic development. China initiated the National Urban Mining Pilot Bases program in 2010 that targeted 50 national urban mining pilot bases, but unfort…
Implementing Eu Natura 2000 at the Project Level
The implementation of the European Union Bird and Habitat Directives in the field of water infrastructure has caused severe project disruptions in the past. The prevalence of negative experience has triggered a new approach, which aims to integrate site‐specific characteristics of ecosystem and project objectives during the development of the initial project design. This is termed integrated nature design. In this paper we advance the hypothesis …
Productivity growth and environmental regulations - accounting for undesirable outputs
Institutional and Policy Responses to Uncertainty in Environmental Policy
Uncertainties regarding problem definition and policy response are an endemic pan of environmental decisionmaking. Some standard responses to uncertainty in decisionmaking are analyzed and then used to suggest the importance of learning‐oriented policy processes in open, flexible, and adaptive institutional environments. The institutional and policy responses to both types of uncertainties are explored in two different institutional settings: the…
Innovation, Learning, and Environmental Policy
The "Environmental Era" arrived in the United States unanticipated, surprising Congress, the White House, and even the emerging environmental movement as much by its form as by its abruptness. The National Environmental Policy Act (NEPA), the first and least anticipated among the many environmental laws that redefined the nation's policy priorities within a decade, was passed on January 1, 1970; it intended nothing less than a reconstruction of na…
Economic Instruments for Environmental Protection
Economic instruments appear at first to be a promising alternative to regulations as instruments of environmental policy. Because they put market forces to work for the goal of a sustainable society, they are often portrayed as achieving goals at much lower costs. In this sense, economic instruments appear as a type of “magic carpet” for the trip to sustainable development. The article presents a “pre-flight check” of the carpet’s viability, and …
The Selection of Policy Instruments
The concepts of policy instruments and policy networks have played important roles in recent theoretical development on public policy, as research in several nations attests. These notions, however, have largely been considered in isolation from each other. Here a simple typology of policy networks is used to help explain the selection of different kinds of instruments by governments. Several instrument characteristics are considered for the expe…
A Comparison of the Effectiveness of Incentives and Directives
The use of effluent charges as an instrument o f regulatory policy has been the object of much dispute. The controversy between advocates and opponents of replacing directives by incentive strategies in various fields of public intervention has always been rather heated, though carried on more in terms of theory than of empirical evidence drawn from experience with policy instruments in actual operation. Much like permit trading in the United Sta…
