Decentralisation and Legal Pluralism in Small Towns in Uganda
Weak decentralization, authoritarianism and limited economic development in small towns in Uganda have been seen as key obstacles to political inclusion. However, small towns in theory also hold hope for political inclusion due to the potential for more direct citizen engagement and flexibility to be able to respond to citizens' needs. Drawing on 58 focus groups, 24 key informant interviews, and three feedback meetings across seven towns, this re…
Colombia's long road toward peace: Implications for Environmental Human Rights Defenders
Human rights defenders, social leaders, and environmental and indigenous activists fight for political, cultural, social, economic, and environmental rights and often face intimidation and violence as a consequence. In this article, we analyze how the implementation of the peace agreement signed in 2016 between the government of Colombia and the FARC-EP guerrilla group affects environment and human rights defenders (EHRD) in Colombia. Despite the…
The law of the four poles: Legal Pluralism and Resistance in Climate Adaptation
Mounting climate-related floods, fires, droughts and storms across the globe raise crucial questions about the role of law in adjudicating rights and obligations. While climate litigation attracts scholarly attention, vulnerable populations often lack the means to use formal laws and courts. We draw on ethnographic interviews conducted in 2022 in the city of Cartagena, Colombia, to study how residents of informal settlements exposed to flooding r…
Transformative Local Governments: Addressing Social Urban Challenges by Bringing People and Politics Together
As the tier of government closest to people, local government plays a key role in answering local needs and aspirations. However, local governments are often under-resourced, leaving them inadequately responsive to many of these critical local demands. Moreover, accountability to their citizens, which is the core of a well-functioning local democracy, is often lacking because the necessary formal laws and informal norms do not enable citizens to …
Quiet resistance speaks: A global literature review of the politics of popular resistance to climate adaptation interventions
Despite that climate hazards are increasingly felt across the globe, there is widespread and often subtle resistance to climate adaptation interventions. However, adaptation research and practice have largely focused on overcoming barriers to implementation. By presuming adaptation programs are welcome, they miss that many people oppose or refuse to participate in them, and the politics hidden behind such resistance. We review the emerging academ…
Weapons of the vulnerable? A review of popular resistance to climate adaptation
Climate adaptation is not a neutral or apolitical process, but one that ignites social resistance. Government responses to risks of floods, droughts, or hurricanes – even those using a language of participation – might follow historical development pathways, strive to maintain the status quo, and directly or indirectly serve elite interests. Little attention has been paid to how people defy or resist top-down adaptation processes, overtly or cove…
Organising Everyday Resistance: An Ethnographic Study of Rickshaw Drivers in Bogotá
Workers in the informal transport sector are often exposed to multiple forms of workplace violence, for instance by the police and their colleagues. Through a collection of rich ethnographic stories and using the concept of popular resistance, this article investigates how and under what conditions rickshaw drivers in Bogotá resist violence in their workplace. The results reveal that rickshaw associations have been essential in articulating acts …
Nature unsettled: How knowledge and power shape ‘nature-based’ approaches to societal challenges
Nature-based solutions (NbS) are gaining traction in high-level, decision-making arenas as a response to global policy challenges. Claiming to be transformative and pluralistic, NbS aim to resolve societal problems through a focus on nature, which is understood to be a benign ally. This uncritical framing of nature may have unintended and inequitable consequences that undermine the emancipatory potential of NbS. In this paper, we highlight the ne…
Beyond state regulation of informality: Understanding access to public space by street vendors in Bogotá
Selling goods and providing services in public spaces is one of the most accessible occupations for many urban poor. However, use of public space for such occupations is often prohibited by local regulations, excluding street vendors from legally using this space for their survival. While significant research has been devoted to state efforts to control informality, less is known about the everyday governance of street vendors. This article exami…
Everyday Forms of Resistance to the Law: An Ethnographic Study of Street Vendors in Bogotá
