  • Singapore ́ s Approach to Homeland Security

    Andrew T H Tan•ARTICLE•Southeast Asian affairs•2005

Following the terrorist attacks in New York and Washington on 11 September 2001, Southeast Asia, especially the Malay archipelago, has come into focus as the so called second front in the war against international terrorism. Subsequent events brought home the fact that the events of 11 September 2001 had great resonance within the region. The existence of an Al-Qaeda-affiliated network in the region was highlighted by the arrests in Singapore sin…

However, the threat of terrorism to southeast Asia emanating from radical Islam predated these events. An emerging security concern in recent years has been the rise of extreme Islamic groups. The persistence of armed Muslim separatist rebellion in Southeast Asia is demonstrated by the ongoing rebellions in Aceh and Mindanao. A strong regional identity infused with Islam has been a binding factor in these separatist movements. Their persistence demonstrates the failure of Indonesia and the Philippines in achieving legitimacy for their post-independence political structures as well as continued internal weakness. The prospects for their…

    Andrew T H Tan•ARTICLE•Cambridge Review of International…•2000•Cited by: 1•References: 6

In spite of the assumption of the existence of a security community in Southeast Asia, tensions and mutual suspicions have affected relations among the ASEAN states since the creation of the organisation in 1967. Historical, religious and ethnic animosities as well as territorial disputes severely limits the possibilities for cooperation. The essay suggests that discord in the region poses a significant constraint on the development of a Southeas…

However, this could lead to enhanced regional suspicions and have negative implications for the very security that the bui…
