Latin America
In Latin America, the notions of academic freedom or the freedom of science have not had the overarching influence in defining the prerogatives of scholars and the university that we see them exerting over the experiences of Western Europe and the Anglosphere. The governing notion, from whence all other freedoms emerge, is that of university autonomy. In Latin America, university autonomy evolved over the twentieth century as a protection of the …
Pathways to the creation of research capacities in Universities in developing countries
Universities seeking to establish or expand their research missions in developed countries have at their disposal well-established literature on strategies to foster research capacity in universities. On the contrary, the literature on these processes in the context of developing countries is quite recent and scarce. We offer a descriptive, narrative review of the literature on research capacity building in universities in developing countries, b…
Policy path dependence of a research agenda
The rapidly shifting higher education policy agenda in the aftermath of the students' movement of 2011 in Chile and its mismatch with Chile's research capacities in the field of higher education studies are analyzed to illustrate how research is path dependent on policy. I argue that a stable policy environment, where change is only marginal or incremental, begets research problems and questions squarely situated within the boundaries of the esta…
A Legal Perspective on “Privateness” and “Publicness” in Latin American Higher Education
This paper considers how the law conceptualizes what is public and what private in higher education, and the legal consequences of those definitions. Following the institutionalist perspective, our interest is in the law as a source of coercive isomorphism. From the evidence gathered from seven countries in Latin America, exhibiting private sectors of varying dimension and degrees of maturity, it appears that the law assigns the same comprehensiv…
Constitutional prospects for the implementation of funding and governance reforms in Latin American higher education
The rationale for comprehensive reform of Latin American higher education crystallized in the mid‐1990s in policy documents published by the World Bank and the Inter‐American Development Bank. This ‘Washington consensus’ of the multilateral banks advocated, among other measures, greater reliance on private sources of funding, increased accountability, and a more effective management and governance structure for public universities in the region. …
