The spatiotemporal dynamics of interpersonal income inequality
This paper examines interpersonal income inequality across the Greek regions over the period 2002–2019. Based on individualised household income data, it investigates the geographical pattern and socioeconomic correlates of interpersonal/intraregional inequality. The results show strong evidence of a negative correlation between the Gini index and GDP per capita and a positive correlation between the Gini index and the unemployment rate. Thus, hi…
Beyond the pandemic
Covid-19 as a systemic shock
The COVID-19 pandemic, originating as a health crisis but quickly expanding to other social spheres, had significant and asymmetric impacts across Europe, which potentially undermine territorial cohesion. Much has been written about the overall impact of the pandemic on the underlying thematic and budgetary focus of European Union-level policies with respect to territorial cohesion. However, it remains unclear to what extent policies implemented …
The geographical dimension of income inequality in Greece
This paper analyses the geographical variations in income level and income inequality in Greece over a long time period allowing comparisons between pre- and during the economic and fiscal crisis periods. The analysis is based on a novel database that includes individual micro-data of declared and taxable income aggregated at municipal level over the period 2002–14. Results indicate that economic crisis and fiscal reforms changed substantially bo…
Considering regional challenges when prioritizing tourism policy interventions
Policy-led interventions in the tourism domain should acknowledge the particular challenges of the territories to be implemented to promote desirable impacts. When intervention areas exceed the national level, the indicator approach may prove effective in determining the particular needs of different areas, thus better identifying projects that could bring the most change to lagging areas. The present study tests the potential of indicators to dr…
Public Investment and Regional Resilience
This paper examines empirically the contribution of public investment expenditures to regional resilience. Analysis is based on a novel dataset including public investment expenditures data decomposed by sub‐categories and disaggregated at NUTS III Greek regions over the period 2000–2017. Results indicate that public investment expenditures had a positive influence on regional resilience during the period of the economic crisis. Decomposing publi…
Ministers and distributive politics
This paper examines the role of the political and private interests of individual politicians in the geographical allocation of public investment, focusing on the case of Greece. The analysis extends over four decades, from the restoration of democracy in 1974 to the onset of the 2008 Great Recession. The results indicate that powerful politicians – such as the Ministers of Economy and Development, Public Works and Agriculture – regardless of the…
Spatial segregation and migration in the city of Athens
Migration has long had an impact on spatial segregation within the metropolitan area of Athens. This process has also been affected by local economic restructuring mechanisms, which, in recent years, have evolved within the context of the 2008 economic crisis. This study attempts to shed light on the evolution of the spatial segregation of immigrants within the metropolitan area of Athens, during a period of a rapid urban transformation, using da…
The contribution of Cohesion Funds and nationally funded public investment to regional growth
This paper sets out to estimate the contribution of European Union co-financed and nationally funded public investment expenditures to regional growth in Greece during the period 2000–14. The results are sensitive to the time period and the geographical level of the interventions. While nationally funded projects boosted the growth performance of the regions before the eruption of the economic crisis, there is no indication that the European Unio…
Liberals, Socialists, and pork-barrel politics in Greece
This paper analyses the role of pork-barrel politics in the allocation of public investment expenditures in Greece. It proposes a model which explicitly relates the allocation of public investment to electoral results using a unique dataset covering the period from the restoration of democracy in 1974 until 2009, just before the Great Recession that radically transformed the political panorama of the country. The analysis includes 10 legislative …
The spatial aspects of economic crisis in Greece
This article sets out to test econometrically the performance and determinants of NUTS III regions in Greece during the recent economic crisis. Results indicate that economic crisis has further intensified regional inequalities by strengthening the prominent role of Athens metropolitan region in the development map of the country. Advanced regions with higher specialization in tradable and export-oriented sectors adjusted better to economic crisi…
The asymmetrical impact of the economic crisis on unemployment and welfare in Greek urban economies
The article analyses the impact of the ongoing economic crisis on Greek urban economies. Utilizing a dataset of socio-economic, demographic and policy variables at the municipal level and applying spatial econometric techniques, it provides strong statistical evidence of heterogeneous effects on regional-municipal labour markets and welfare with the cities/municipalities that performed best in the pre-crisis period suffering more than the lagging…
Politics and Investment
Rodríguez-Pose A., Psycharis Y. and Tselios V. Politics and investment: examining the territorial allocation of public investment in Greece, Regional Studies. This paper discusses how electoral politics shapes the regional allocation of public investment expenditures per capita in Greece. Using regional public investment data for ten political periods (1975–2009), combined with electoral data by constituency, a model is proposed that captures the…
Public investment and regional growth and convergence
Between equity, efficiency and redistribution
As the debt crisis in Europe continues to unfold, renewed attention is placed increasingly on public (and private) investment as a vehicle for reigniting growth and counterbalancing the austerity effects of fiscal consolidation policies. Nowhere is this more urgent, or salient, than in Greece. However, there is remarkably little research, at least in that country, examining the criteria under which public investment is allocated across functional…

Regional allocation of public infrastructure investment
Regional allocation of public infrastructure investment: the case of Greece, Regional Studies 39, 1231-1244. This paper develops a model on the determinants of the regional allocation of public infrastructure investment and applies it to Greece for 1982-94 using panel methods of estimation. The principal conclusions are that regional allocations of infrastructure investment (1) were negatively associated with regional product per capita as we'll …
