  • Socialism and Militarism: Confronting Ideology with Evidence

    Open Access•Thomas R Dye, Harmon Zeigler•ARTICLE•PS Political Science & Politics•1990

Socialism is not merely a way of organizing an economy; it is also a secular religion. And as a religion it cannot be falsified; it cannot be dis-confirmed by empirical evidence in the minds of its adherents. Non-believers might think that the spectacular collapse of socialism around the world—its demonstrated unpopularity and illegitimacy—would impress Marxists in American universities. But academic Marxists remain insulated from world events, s…

“National wars against the imperial powers are not only possible and probable; they are inevitable, progressive, and revolutionary” V. I. Lenin. “It is obvious that the use or threat of force no longer can or must be an instrument of foreign policy” M. S. Gorbachev. The rhetoric of the leadership of the world's most powerful Marxist state has changed over the last seventy years. The more recent oratory is warmly welcomed in Western circles, espec…

It is widely asserted that socialist economies are equalitarian. The distinguished Yale political scientist Charles E. On these fronts communist systems have to be credited with great accomplishments, on the whole prob…

  • Experts and Representatives: Comparative Basis of Influence in Educational Policy-Making

    Open Access•Michael O Boss, Harmon Zeigler•ARTICLE•The Western Political Quarterly•1977

AFUNDAMENTAL axiom of educational policy-making, as evidenced in the literature documenting the rationale for the formal structure of school district organization, rests upon a simple division of labor: the school board establishes policy and the superintendent administers policy.' Such a division of labor is certainly not unique to education, but rather is firmly grounded in the general ideology of the municipal reform movement and is reflected …

Policy responses to racial problems are found to be marked by ambiguity and lack of clear corrective action. Civil rights activity and white community concern appear to increase school-governor sensitivity to racial problems and the likelihoo…

Open Access•M Kent Jenning, M Kent Jennings et al.•ARTICLE•American Political Science Review•1970•Cited by: 29•References: 11

Research emphasizing the correlates of state policy outputs and the performance of particular institutions has overshadowed the role of the citizenry in the drama of state politics. One question of basic concern is the relevance of state government and politics for the inhabitants of a state. At the level of public policy and institutional performance the answer to this is factual and straightforward. The nature, amount, distribution, and to some…

The educational system is -viewed as a politicizing agent of society. The norms and values thus transmitted are compared with those deemed necessary for a stable democratic political system. It is argued that neither the typical techniques of classroom instruction nor the content (or lack thereof) of social studies courses contributes to the formation of attitudes consistent with the requisites of democracy. A professionalized educational establi…

    Open Access•Norman R Luttbeg, Harmon Zeigler•ARTICLE•American Political Science Review•1966•Cited by: 8•References: 5

In America, interest groups operate within the democratic frame of reference. Like all political organizations, they are accorded more legitimacy when they can show that they are representative of the attitudes and values of a particular segment of the population. Consequently, the leaders of interest groups frequently spend a great deal of time explaining just how democratic their organizations are. If one examines the testimony of interest grou…

Two laboratory experiments are reported which describe the effects of the presence of a neutral in a communication network during the resolution of differences of opinion between two persons. The presence of a neutral was found to be associated with increased resistance to persuasion, increased number of messages between parties, and increased perception of difficulty in resolving the conflict. It was proposed that the neutral sustains conflict b…

  • The Effects of Lobbying: A Comparative Assessment

    Harmon Zeigler•ARTICLE•The Western Political Quarterly•1969•Cited by: 1

ADHERENTS of the group theory of politics would consider it heretical to wonder what would happen to the legislative process if there were no groups and lobbyists. Yet, such a question is not unreasonable, especially when one considers the fact that most case studies of interest groups in action begin with the assumption that the group model is correct. However, recent studies of the lobbying process in Washington, notably those of Milbrath and B…
