Making Digital Territory: Cybersecurity, Techno-nationalism, and the Moral Boundaries of the State
Drawing on an analysis of German national cybersecurity policy, this paper argues that cybersecurity has become a key site in which states mobilize science and technology to produce state power. Contributing to science and technology studies (STS) work on technoscience and statecraft, I develop the concepts of "territorialization projects" and "digital territory" to capture how the production of state power in the digital age increasingly relies …

The Mundane Politics of ‘Security Research’
Since the late 20th century, Germany’s federal science policy has shifted towards an emphasis on commercialization and/or applicability of academic research. University researchers working within such strategic funding schemes then have to balance commitments to their government commission, their research, and their academic careers, which can often be at odds with each other. Drawing on an ethnographic study of the development of a ‘smart’ video…
Algorithmic IF … THEN rules and the conditions and consequences of power
The introduction to this special issue suggests we need to develop ‘a greater understanding of what might be thought of as the social power of algorithms'. In this paper, ‘social power’ will be critically scrutinised through a study of the entanglement of algorithmic rules with contemporary video-based surveillance technologies. The paper will begin with an analysis of algorithmic ‘IF ... THEN’ rules and the conditions (IF) and consequences (THEN…
Shifting in and out of context: Technoscientific drama as technology of the self
Scientific and technological demonstrations are usually used to create credibility for scientific claims or to demonstrate the utility of technical devices. However, they can also function as dramatic instances of boundary work. Drawing on an ethnographic study of the development of an automated video surveillance system, I show how a government-funded, transdisciplinary group of researchers used theatrical practices when communicating to the fun…
Three galleries of the Anthropocene
This paper considers three 'galleries' that explore the Anthropocene in cultural ways, and the implications of the Anthropocene idea for cultural institutions and heritage. The first gallery is the 2014-2016 exhibition Welcome to the Anthropocene: The Earth in Our Hands, [ Willkommen im Anthropozän: Unsere Verantwortung für die Zukunft der Erde] at the Deutsches Museum in Munich. The second 'gallery' of Anthropocene Posters sponsored by the Art M…
Past and Present Energy Societies: How Energy Connects Politics, Technologies and Cultures
Abundant, salutary, problematic - energy makes history. As a symbol, resource and consumer good, it shapes technologies, politics, societies and cultural world views. Focussing on a range of energy types, from electricity and oil to bioenergy, this volume analyzes the social, cultural and political concepts and discourses of energy and their implementation and materialization within technical systems, applications, media representations and consu…
Privacy issues in public discourse: The case of “smart” CCTV in Germany
In dealing with surveillance, scholars have widely agreed to refute privacy as an analytical concept and defining theme. Nonetheless, in public debates, surveillance technologies are still confronted with issues of privacy, and privacy therefore endures as an empirical subject of research on surveillance. Drawing from our analysis of public discourse of so-called “smart” closed-circuit television (CCTV) in Germany, we propose to use a sociology o…
