Water in military stabilisation operations
Water issues can be a root cause of political instability, but even in times of crisis, and especially in the aftermath of war, water management also requires and contributes towards co-operation. Within the complexity of military stabilisation operations, water management has been identified as a potentially suitable crisis and conflict management tool. Therefore, a comprehensive and appropriate approach to apply water throughout the entire proc…

Public participation in EIA and attitude formation
Although public participation in EIAs aims for public acceptance, it does not guarantee the project (of which the EIA is part) is accepted. Moreover, when citizens participate in EIAs, they develop attitudes towards the project itself, and towards the broader policy. This paper addresses the complex relationship between participating in EIA studies and accepting policies. We first discuss what attitudes can develop towards a project, and how they…
Public–Private Partnerships in Urban Infrastructures
The speed and scale of urbanization provide serious challenges for governments all over the world with regard to the realization, maintenance, and operation of public urban infrastructures. These infrastructures are needed to keep up with living standards and to create conditions for sustainable development. The lack of public funds and the inefficiencies of public service provision have given rise to initiatives to stimulate private parties to i…
Cultural Factors as Co-Determinants of Participation in River Basin Management
Enserink, B., M. Patel, N. Kranz, and J. Maestu. 2007. Cultural factors as co-determinants of participation in river basin management. Ecology and Society 12(2): 24. https://doi.org/10.5751/ES-02096-120224
From impact assessment to effective management plans
In 1990, the environmental impacts of an upstream dam on the Great Brak town and estuary were assessed and a management plan and monitoring programme were devised. In a recent review of the monitoring results, planned water releases and interventions in the form of timely mouth breaching were found to have ensured that, although the estuary's abiotic functioning has altered, its biotic health has not deteriorated over the last ten years. The less…
Thinking the unthinkable – the end of the Dutch river dike system? Exploring a new safety concept for the river management
Since 1100 the Dutch relied on their continuously expanding extensive dike system for keeping dry feet and dry goods. But how durable and safe is this traditional dike concept, now the sea-level is rising and rainfall patterns seem to change? Can they continue to raise their dikes in the future or should they give more room to the river? In the Dutch mind higher dikes are saver. In practice, however, higher dikes may lead to higher risks as the c…
A quick scan for infrastructure planning
Neglect of stakeholder values is considered to be a main source of opposition and resistance to new infrastructure in the Netherlands. A new way of dealing with stakeholder values is needed. In the initial problem definition phase, quickly acquiring the essential strategic information and insight into which part of the public will be highly involved is considered to be strategically important. The quick scan approach assists planners to define a …
Socio-Technical Networks
This paper is motivated by a desire to deal with the problematic aspects of technical development. To achieve this, we need a new approach to the analysis of socio-technical change. In this paper we develop such an approach, called the `Socio-Technical Networks' (STN) approach. The basic concepts of this approach, and its application, are illustrated in a case study of the development of the European Fighter Aircraft. In the final section, some s…
Assessments and the B-l bomber network
In current practice arms control focuses on (non) deployment of specific weapon systems rather than on their development. Although the far reaching implications of military technological innovations are widely recognized, many analysts and politicians consider research and development as a process that is outside the scope of arms control. This article analyzes certain episodes in the development of the B-l bomber to illustrate that, for effectiv…
