The state of local governance and public finance in disaster risk research: A structural topic modelling analysis
Effective disaster risk reduction (DRR) policy requires combining technical risk assessment with fiscal capacity and institutional coordination. DRR is a practical field that aims to generate actionable knowledge to mitigate the harmful effects of natural hazards. What is emphasized in indexed scholarship shapes which mechanisms are normalized, taught, and prioritized. If governance and public finance mechanisms are essential for implementation y…

Barriers to just energy transition: Institutional and infrastructure challenges in developing countries
This paper focuses on the critical roles of institutions and infrastructure in facilitating or obstructing the energy transition in developing countries. It highlights how inadequate regulatory environments, characterized by weak governance and insufficient policy enforcement, hinder the adoption of renewable technologies. The study first establishes empirically that institutions and infrastructure have a strong positive impact on the performance…
Policy responsiveness and its administrative organisation in China
Scholarly literature on effective policy responsiveness and its administrative organisation in China remains scant. To address this gap, this article explores the administrative elements that impact policy responsiveness, with particular emphasis on the role of response agencies. The authors propose a theoretical framework that underscores two essential dimensions: political authority and interest homogeneity of response agencies. Using online pe…
Using a Serious Digital Game to Communicate Drought Risk in Singapore: An Experimental Study
This experimental study tested the effects of digital tactical messaging on 189 undergraduates’ drought risk responsiveness using a mobile serious game. In the game’s virtual household environment, treatment groups were exposed to message framings informed by risk psychological theories. Drought risk responsiveness was indicated by participants’ in-game water consumption levels. The first intervention entailed treatment groups receiving advisorie…
Migration and collective action in the commons: Application of social-ecological system framework with evidence from China
Much is known about collective action in the commons but little is known about the effects of migration as an exogenous shock. We study the case of China where at least 280 million people have migrated from the rural areas to the cities over the last four decades. We apply the social-ecological system (SES) framework along with the theory of collective action using survey data from 1985 households in 20 provinces throughout China. Data was analyz…

Conflict and Cooperation in Global Commons: Theory and Evidence from the Caspian Sea
The conventional literature on the commons involves small, local resources such as coastal fisheries, community forestry, small-scale irrigation, and community pasture. We focus on conflict and cooperation in the Caspian Sea – a global commons – involving five claimant countries as well as interests of major powers (the United States, European Union, and China). Building on the work of Stern and Young on the study of conflict and cooperation in g…

Neo‐patrimonialism and Corruption: Evidence from 8,436 Firms in 17 Countries in Sub‐Saharan Africa
This article introduces four innovations to the literature on administrative corruption. First, it employs a neo‐patrimonialism framework by addressing measurement, identification, and endogeneity issues that beset the literature. Second, unlike cross‐country studies, it uses firms as the unit of analysis. Third, unlike the conventional literature, the article uses large‐n (n = 8,436) panel survey data of key informants in 17 countries in sub‐Sah…

The Strategic Games that Donors and Bureaucrats Play: An Institutional Rational Choice Analysis
Foreign aid plays an important role in developing countries, but little is empirically known how it affects incentives of recipient bureaucracies. I provide a model and analytic case study to understand the strategic games that donors and bureaucrats play. My findings are broadly consistent with the theoretical expectations of institutional rational choice: bureaucrats attempt to ensure bureaucratic survival, whereas donors ensure growth of loan …

Public Provision for Urban Water: Getting Prices and Governance Right
Public sector monopolies are often associated with inefficiencies and inability to meet rising demand. Scholars attribute this to fundamental problems associated with public provision: (1) a tradition of below‐cost pricing due to populist pressures, (2) owner–regulator conflicts of interest, and (3) perverse organizational incentives arising from non‐credible threat of bankruptcy, weak competition, rigidities, and agency and performance measureme…

The failure of water utilities privatization: Synthesis of evidence, analysis and implications
During much of the 1990s, water utilities worldwide experienced a wave of privatization. The rationale for this is largely based on two hypotheses: the fiscal hypothesis and the efficiency hypothesis. This article examines the evidence and concludes that water utilities privatization has been a failure

The Political Economy of Policy Reform in the Philippines: 1992–1998
From 1992 to 1998, the Philippines saw a period of sweeping policy reforms when 273 economic, social and political legislations were adopted. When and why do policy reforms happen and what explains the scope, pace and sequencing of their implementation? My analytic narrative differs from the literature in its emphasis on: (1) the attributes of the players, particularly the role of leadership; (2) the attributes of the policy; and (3) the politica…
Is Foreign Aid Compatible with Good Governance
Is foreign aid compatible with good governance? Using the case of irrigation aid in the Philippines, I hypothesise that aid is embedded in a perverse set of incentives which could undermine the application of good governance principles espoused by donors. My findings suggest that the problems of “moral hazard” and aid fungibility are embedded in irrigation aid. Furthermore, these incentives also drive a vicious cycle in irrigation commonly found …
