The value of property rights and environmental policy in Brazil
Lack of property rights is associated with lower investment, development, and welfare. In the Brazilian Amazon, insecure property rights have historically led to civil conflicts and deforestation, which would be expected to provide incentives for landowners to seek formal title. In this paper, we construct a novel database of land prices in Brazil to measure the market value of formal title to land and compliance with environmental regulation. Us…

Discounting in Natural Resource Damage Assessment
The goal of natural resource damage assessment (NRDA) is to compensate the public for losses to natural resources from past or ongoing hazardous releases, including losses that may persist into the future. Compensation is delivered in the form of restoration projects. Resolving NRDA liability requires balancing losses and restoration benefits over multiple decades and converting them into a present value for calculating appropriate damages. For t…
Per trip changes to the economic value of Ontario, Canada anglers fishing the Laurentian Great Lakes under target species transitions
Changing fish communities in the Laurentian Great Lakes could substantially affect how anglers value fishing trips. Using responses from licensed Ontario, Canada anglers to potential fishing trip options, we estimated changes to per-trip values for transitioning from a walleye (Sander vitreus) to a bass (Micropterus spp.) fishery, and from a Chinook Salmon (Oncorynchus tshawytscha) to a lake trout (Salvelinus namaycush) fishery. These walleye and…
Disentangling property value impacts of environmental contamination from locally undesirable land uses
Combining expert elicitation and stated preference methods to value ecosystem services from improved lake water quality
From Exxon to BP
On March 23, 1989, the Exxon Valdez ran aground in Alaska's Prince William Sound and released over 250,000 barrels of crude oil, resulting in 1300 miles of oiled shoreline. The Exxon spill ignited a debate about the appropriate compensation for damages suffered, and among economists, a debate concerning the adequacy of methods to value public goods, particularly when the good in question has limited direct use, such as the pristine natural enviro…

Estimation and Welfare Analysis With Large Demand Systems
We develop an approach for estimating individual or household level preferences for a large set of quality-differentiated goods and for constructing Hicksian welfare measures within the demand system framework. Our approach uses a maximum simulated likelihood procedure to recover estimates of the structural parameters and a multistage, Monte Carlo Markov chain algorithm for constructing Hicksian consumer surplus estimates. We illustrate our appro…
Estimation and Welfare Calculations in a Generalized Corner Solution Model with an Application to Recreation Demand
The Kuhn-Tucker model of Wales and Woodland (1983) provides a utility theoretic framework for estimating preferences over commodities for which individuals choose not to consume one or more of the goods. Due to the complexity of the model, however, there have been few applications in the literature and little attention has been paid to the problems of welfare analysis within the Kuhn-Tucker framework. This paper provides an application of the mod…
