Trust and invigilation: The practical functions of time-fixed development plans, Colombia 1958–1970
Argument Development planning was a form of interventionist social knowledge widely used in the mid-twentieth century. Planning was employed with different aims, and the adoption of concrete techniques and procedures was highly sensitive to each country’s institutional context. This article studies the life trajectory of Colombia’s Ten-year Plan, an internationally celebrated attempt to design economic development on a large scale in what actors …
Introduction: Revisiting the “second (short) wave” of democratisation in Latin America, 1943–1962
This dossier critically examines the experiments of democratisation in Latin America during the mid-twentieth century, characterised by Samuel Huntington (1991) as part of the global "second (short) wave" of democratisation that occurred after World War II. 1 Between 1943 and 1962, thirteen (out of twenty-one) Latin American countries transitioned to democracy, comprising almost a third of worldwide regime changes that Huntington accounted for du…
Climbing the Obelisk: The Trajectories of Five Women Economists in Colombia, ca. 1950-70
This article explores the trajectories of the first Colombian women economists. It sheds light on how differences between women's and men's experiences structured the process of becoming and working as economists and more generally the professional development of economics in the country. The article focuses on the trajectories of five women who graduated between the 1950s and the early 1970s and who had exceptionally successful careers. It shows…
The Quarrel of Policy Advisers That Became Development Experts: Currie and Hirschman in Colombia
Lauchlin Currie and Albert O. Hirschman worked together as advisers to the National Planning Council in Colombia in the 1950s. Both had little experience in development economics when they arrived, and did not see eye to eye about the functioning and policy recommendations of the council. Retracing their debates on internal and public issues using archival sources shows how the Colombian experience marked their views on the role of policy adviser…
Lauchlin Currie and Albert O. Hirschman on Development as a Problem of Decision Making
This paper analyzes L. Currie and A. O. Hirschman’s contributions to development economics in the context of their Colombian experience as foreign experts. We show that the common ideas about the divergences between these authors have overlooked the view they shared of the experts’ role as a triggering factor in development strategy. They both believed experts should facilitate and guide the decision-making process. Using published and archival s…
La formación de una tecnocracia pragmática: Los Inicios De La Formación Profesional De Economistas Colombianos
The initial years of the Economics Department and the Center for the Study of Development Economics at Universidad de los Andes are an exemplary case of the beginnings of the formation of professional economists in Colombia. Through archival research we reconstruct the first twenty years of this project that counted with the support of the Rockefeller Foundation and answered to the increasing demand for professional economists capable of producin…
