International organisations’ importance in education policy has been growing in recent years. They have been able to promote their role by providing data and interpreting it through international assessments and guidance, and by highlighting some countries or regions as benchmarks for global improvement, performance, and efficiency. International organisations’ output feeds policy reform arguments in national and regional contexts. We analyse deb…
Politics of evidence
Previous research has identified political ideology as central in the landmark Academies Act (2010). This article further analyses how politics of evidence played its part in the policy process by focusing on long‐term structural changes and preferences among policymakers. The article draws on policymaker interviews after the reform, a mapping of think tanks and a document analysis. The analysis shows that political–ideological preferences were d…

Politics of Quality in Education
The question of quality has become one of the most important framing factors in education and has been of growing interest to international organisations and national policymakers for decades. Politics of Quality in Education focuses on Brazil, China, and Russia, part of the so-called emerging nations? BRICS block, and draws on a four-year project to develop a new theoretical and methodological approach. The book builds a comparative, sociohistor…
Established and emerging actors in the national political arenas
Following the analytical framework, the chapter analyses the changing national political arenas in the Brazilian, Chinese, and Russian contexts. It addresses the question of how QAE has changed the roles of national and international actors in policymaking. It uses interviews with representatives of international and national organisations and with individual actors as empirical material and document analysis as background material. It concludes …
Deregulation, privatisation and marketisation of Nordic comprehensive education
The Nordic countries are often perceived as a coherent group representing the Nordic model of welfare states, with a strong emphasis on the public provision of universal welfare and a strong concern with social equality. But today we see a change in the Nordic model as part of a global knowledge economy. The aim of this article is to examine education in the five Nordic countries utilising three dimensions of political change: deregulation, marke…
Quality Assurance and Evaluation through Brazilian lenses
In our present research we address the question of whether it is valid to apply the Quality Assurance and Evaluation (QAE) umbrella concept, which was formulated to explain new phenomena in European educational governance, to similar developments in Brazilian basic education. This led us to reflect on the possible pitfalls and potential strengths of using umbrella concepts as analytical tools. This article presents this exploration and its operat…
Empiricamente, o …
The evaluation and steering of English academy schools through inspection and examinations
The article analyses the redefinition and distribution of powers between central governance and local actors in English independent state‐funded schooling. Earlier research on governance confirms the importance of the local and the school level in reshaping national‐level reforms and steering policies. The research draws on data from interviews with national‐level policymakers and an ethnographic school case study, thereby yielding contrasting vi…
Complexity in higher education politics
Taking complexity as an epistemic starting point, this article enhances understanding of dynamics in higher education. It also reviews the relevant literature on path dependency, complexity research, and studies of political change and contingency. These ideas are further developed with reference to the political situation and political possibilities as concepts. It is claimed that the key issues in understanding irreversibility on a system level…
The paradox of the education race
In this article, we experiment with the idea of combining path dependency, convergence and contingency in explaining Finnish distinctiveness in education policy and politics since the early 1990s. The focus of this article is on quality assurance and evaluation (QAE) in comprehensive schooling. We elaborate on and contextualise the Finnish QAE model by analysing the particular and somewhat ambiguous ways in which global QAE practices have – or ha…
Quality assurance and evaluation (QAE) in Finnish compulsory schooling
This article traces quality assurance and evaluation (QAE) developments in Finnish compulsory schooling. The central question is this: Is there a Finnish model of QAE? We conclude that it may be a rhetorical overstatement to speak about a specific Finnish 'Model' of QAE in a strong sense. However, neither is it valid to conclude that what happens in Finnish QAE merely reflects the unintended effects of radical decentralisation. The Finnish consen…
