Populism in the EU and the trade-off between ethical claiming and mainstreaming
This article investigates how national government-opposition dynamics influence populists’ ethical claims in the supranational arena. While research on populism highlights moral integrity rhetoric and examines whether populist parties moderate once in office, less is known about how they adjust ethical claiming supranationally when entering national government. Using written questions in the European Parliament, this study asks: Do legislators fr…
Democratic accountability regimes, populism, and transparency in the European Parliament
This study examines how national democratic accountability regimes and populism influence transparency supplied and demanded in the European Parliament. The study builds on research on legislative transparency, democratic accountability and populism, and is based on an analysis of the activity of Members of the European Parliament (MEPs) during the 9th European Parliament term. It shows that MEPs from countries with strong accountability regimes …
Issue Salience in the European Parliament Election: An Analysis of Economic, Environmental and Immigration Issues on Social Media
This study investigates under what conditions Members of the European Parliament (MEPs) emphasised relevant policy issues—economy, climate/environment and immigration—during the 2019 European Parliament election campaign. Building on research on issue salience in EP elections and based on the content published on X/Twitter by MEPs in the weeks preceding the election, the study identifies key drivers of issue attention. It shows that issue relevan…
Party position, electoral incentives, and attention to European Union issues in the 2019 European Parliament election
Under what conditions do Members of the European Parliament (MEPs) give attention to EU issues in European Parliament (EP) election campaigns? This study examines how party positioning on European integration and individual electoral incentives affected MEPs’ attention to EU issues in the 2019 EP election campaign. Based on data collected from Twitter, the findings show that pro-EU parties and individual vote-seeking incentives increased attentio…
Legislative Transparency in the European Parliament: Disclosing Legislators' Meetings with Interest Groups
Research on transparency in the EU and at the European Parliament, in particular, has extensively examined the adoption and implementation of transparency initiatives as well as the conditions under which interest groups have access to and influence on EU policy‐making. However, the question of whether Members of the European Parliament (MEPs) are transparent regarding their interactions with interest group representatives has been overlooked by …
Unveiling Inconsistency: Consensus and Contestation along the Council–Comitology Cycle of EU Policy‐Making
Do Member States behave inconsistently along the EU policy life cycle? Existing research has extensively examined patterns of conduct in the Council and in comitology. However, the question of whether national governments' behaviours differ along both stages of EU policy‐making is under‐explored. This article examines whether and under what conditions voting outcomes along the Council–comitology cycle differ. Based on a dataset combining voting r…
Varieties of Inclusionary Populism? Syriza, Podemos and the Five Star Movement
Over the past years, parties often described as populist, such as SYRIZA in Greece, the Five Star Movement (FSM) in Italy and Podemos in Spain have made significant electoral breakthroughs, unsettling well-established party systems. In the literature, inclusionary populism has primarily been applied to Latin America whereas the three Southern European parties have been examined individually, but not in comparative perspective. The purpose of this…
The information phase of accountability: The role of management boards in European Union agencies
The creation of European Union agencies has prompted normative and theoretical discussions about their accountability and democratic legitimacy. This study examines the extent to which different features concerning the institutional design of agencies incentivize information provision on their performance. To do so, it measures four aspects for which their governing bodies are expected to provide information: governance decisions, policy performa…
Competing Principals and Non-Vote Decisions in the European Parliament
This article analyses the effects of competing principals on legislators’ decisions not to vote in the European Parliament. We argue that Members of the European Parliament (MEPs) are likely to decide not to vote to avoid defecting from either the national party or the European political group when both political principals disagree. Moreover, the article demonstrates that competing demands between principals interact with the expected closeness …
Informal Rules and Institutional Balances on the Boards of EU Agencies
Recent research has paid increasing attention to the institutional dynamics of EU agencies in post-delegation but has barely explored the conditions under which patterns of informality shifting institutional power balances are likely to emerge on agency boards. Based on documentary analysis and 60 semi-structured interviews covering 22 agencies, this article examines under what conditions boards’ formal configurations in which the Member States h…
The European Parliament oversight of EU agencies through written questions
The reinforcement of the legislative and oversight powers of the European Parliament by virtue of successive treaty reforms over the last two decades has been in parallel with an expanding process of agency creation at the European Union (EU) level. While these two institutional developments entail major transformations of legislative-executive relations in the EU, the European Parliament oversight of EU agencies remains an underexplored topic of…
Policy properties and political influence in post-delegation: The case of EU agencies
The literature on EU agencies has examined the issue of political control and independence in EU agency design and in post-delegation. However, studies measuring and providing accounts for the political influence that the Commission, the member states and the European Parliament exert in decision-making across a wide sample of EU agencies are missing in the specialized literature. This article addresses this topic and poses the following question…
Environmental governance in Southern Europe: The domestic filters of Europeanisation
Over the last two decades, the EU has shown a preference for the replacement of traditional command-and-control patterns of environmental regulation with more cooperative policy schemes in the expectation of improving compliance in member states. But has the EU performed as a ‘governance-shaper’ in member states, such as Spain, Portugal and Greece that have little tradition of non-hierarchical styles of environmental policy-making? To what extent…
Water Management in Spain: The Role of Policy Entrepreneurs in Shaping Change
The role played by policy entrepreneurs in preparing, initiating, and implementing water policy change in Spain over the last two decades is examined in an effort to understand how transitions in water management occur. The main questions considered are whether policy entrepreneurs can influence water policy change, and which strategies they actually adopt to promote change. John Kingdon's multiple streams framework was used to assess the ways in…
Why the European Union Gave Turkey the Green Light
This article analyses the compromise reached by the European Union (EU) in December 2004 regarding the starting of accession negotiations with Turkey. More specifically, it argues that the EU decision on Turkey cannot be accounted for exclusively in terms of interest-based calculations but must be looked at in the light of polity norms and institutional arrangements. The main reason is that the EU resolved to open the door to Turkey becoming a me…

The Europeanization of National Policies in Comparison: Spain as a Case Study
Europeanization is a relatively new concept which is used in the study of national political and policy transformation in relation to the dynamics of EU integration. Reviewing the relevant literature, the authors contend that the construction of the analytical framework concerning Europeanization is still incomplete, basically because there has been a tendency to disregard structural differences between various public policies. Assuming that the …
