Multilateralism for International Public Goods
Noting that a major purpose of multilateral institutions is to deliver international public goods, this paper applies the theory and practice of public economics, as well as papers in this section, to the potential and challenges facing these institutions. First, I show that deviations from the standard model of fiscal decentralization are reflected in the experience of multilateral institutions. Next, I consider the case of one of the largest of…
Traders' dilemma
As the United States engages in a trade war with its major trading partners, policymakers in developing countries face the ‘traders’ dilemma’: should they join the trade war, stay out or do something different, including continuing to pursue regional trading arrangements? Using a global, general equilibrium model, we paper simulate an increase in U.S. tariffs to non‐MFN rates and retaliation in kind by its major trading partners—the European Unio…
Making the Most of Africa's Growth
Direct dividend transfer programs are promising as an additional instrument to reduce inequality and increase the poverty-reducing powers of economic growth in resource-rich countries
Low Investment Is Not the Constraint on African Development
The combined incidence of taxes and public expenditures in the Philippines
The composition of public expenditure and economic growth
Prescribing Strong Economic Medicine
Has democracy in developing nations fostered economic growth and turned around ailing economies in the last two decades? The subject has been much discussed and researched in the literature, yet it continues to be unresolved. For national movements and newly formed governments contemplating massive economic reform, the answer is hardly academic. Its implications are enormous for the quality of life of their citizens, and perhaps for the very surv…
Open Economies
The interaction between macroeconomic and agricultural sector reforms is of vital importance to developing and East European economies, whose agricultural sectors account for major shares of economic activity and income. Derived from a conference organised jointly by the Centre for Economic Policy Research and the OECD Development Centre, the papers in this volume adopt an open economy perspective to reform, and throw light on the sequencing of r…

Evaluating participation in African monetary unions
Exploration and Scarcity
Noting that a suggested measure of natural resource scarcity, resource rent, is unobservable, we show that rent is linked to (observable) marginal exploration cost. A two-period model of extraction and exploration reveals that rent is equal to this cost when discovery is certain. Under risky exploration, cost data can be used to bound rent. The model also indicates how exploration uncertainty affects the competitive firm's extraction and explorat…
