Contemporary industrial policy and challenges to South America and Brazil
We seek to identify the major vectors reconfiguring contemporary industrial policy in the US and the European Union to inform policymaking in South America and Brazil given their specific challenges to economic development. The “new normal” of the Chinese economy
We examine the drivers of China’s recent economic growth slowdown considering a demand-led growth perspective and the structural changes over the last decades. We argue that such a slowdown corresponds in part to a desired trajectory towards a growth pattern based on a greater protagonism of domestic consumption and a more balanced economy focused on innovation. This change referred to as the “new normal” responded to external and internal struct…
China’s expansion into Brazilian digital surveillance markets
A number of countries in the Global South have adopted anti-China rhetoric in recent years. Here, we seek to assess the relation of such rhetoric to procurement of Chinese digital systems. We use the example of Brazil during the Bolsonaro government, examining whether Bolsonaro's anti-China stance impacted procurement of Chinese surveillance technologies by sub-national (state/city) governments, which are the main bodies responsible for public se…
Developmentalism With Chinese Characteristics
In the last 40 years, “developmentalism with Chinese characteristics” has creatively combined the main dimensions that in the postwar era spurred the industrialization process in East Asia, where the State, through planning and control mechanisms, governed the markets, leading economic growth, and the process of structural change. The main characteristic that distinguishes the Chinese experience is the structure of its political power formed by a…
Chinese Industrial Policy in the Geopolitics of the Information Age
This paper examines the semiconductor's industry growing importance as a strategic technology in the modern industrial system and in contemporary warfare. It also analyzes this industry's evolution in China and the Chinese semiconductor industrial policy over the last years. We review the Chinese interpretation of the 'revolution in military affairs' and China's perception of its backwardness as well as the possibilities of catch-up and evolution…
