The Cobb-Douglas Production Function Once Again: Its History, Its Testing, and Some New Empirical Values
Research into the production function has a long history. Since the first work, in 1928, many studies have tended to support the hypothesis that production processes are well described by a linear homogeneous function with an elasticity of substitution of one between factors. New results are presented here, using 7 years of observations on Australian manufacturing industries during the 1950s and 1960s. In all seven cases, constant returns to scal…

Cross-Section Studies in the Cobb-Douglas Function
The Economic Theory of Wage Regulation
ROADLY speaking, the fixation of wages by the state has been advocated for four major reasons: (i) as a means of establishing a minimum below which the pressure of competition and of employers should not force labor; (2) as a means of raising the efficiency of labor and of industry; (3) as a part of a general system of compulsory arbitration with a primary view to preventing or reducing strikes; (4) as a means of building up consumers purchasing …

The use of occupational groupings as the basis of representation in the political state is not a new theory but was adopted during the Middle Ages for many city councils and national assemblies, some of the vestiges of which remained until modern times. The idea has been revived by the Russian revolution and is now favored both by communists and by many non-communists. The communists favor it because it forces the voter to think in proletatian te…

The Amount and Nature of the Allowances Under a Family-Allowance System
The Family Allowance System as a Protector of Children
THE most effective way in which society can protect children is in providing their parents with sufficient income so that they can be brought up properly. It is folly to expect wageearners with unduly low incomes to feed, clothe and rear their children in any adequate fashion. Even the necessary knowledge of child hygiene is a costly affair which is beyond the reach of the mothers of the poor. Give a family of average intelligence sufficient mone…
