A President Visits East St. Louis: The Racialized Politics of Market Talk, Enterprise Zones, and Abandonment, 1980–2010
BILL CLINTON WAS THE ONLY US PRESIDENT to visit East St. Louis. Clinton made two trips, the first in 1992 and the second in 1999. Clinton was alert to East St. Louis's visible place on any list of American cities that suffered high unemployment, shuttered factories, deadly pollution levels, profound poverty, widespread drug usage, and violent crime. Still more, as Clinton acknowledged and as any routine newspaper reader would have recognized, dee…
At the Intersection of Race, Class, Gender, and Highway Politics
Tribute to Raymond A. Mohl, 1938–2015
Revisiting the Urban Interstates: Politics, Policy, and Culture since World War II
Authors of the five essays published in this special section of the Journal of Urban History highlight the Interstate’s harsh and mostly unyielding consequences for urban residents, for their neighborhoods, and for their livelihoods. Politics and policy have shaped the Interstate Highway System from its beginning in 1939 up to the present day
United States Bank Rescue Politics, 2008–2009: A Business Historian's View
First I describe my background in American historical scholarship. Thereafter, I assess the efforts of Presidents George W. Bush and Barack H. Obama and their senior advisors to stabilize American financial institutions during the period 2008–2009. My fundamental contention is that state actors such as Bush and Obama structured financial industries and markets. Despite the ubiquitous presence of these state actors, however, American business and …
Race, Culture, Politics, and Urban Renewal: An Introduction
When historians refer to “urban renewal,” they are not describing one singular policy. After 1945, as Andrew Highsmith, Irene Holliman, and Guian McKee show, leaders of renewal efforts in Flint, Atlanta, and Philadelphia assumed that a combination of slum clearance, office towers, and expressways would bring white, middle-class people back to downtown. Surprisingly, African American leaders in Flint and Atlanta often cooperated in these plans. In…

Street Smarts: The Politics of Transportation Statistics in the American City, 1900-1990
Most historians would agree in affirming the importance of transportation in facilitating urban decentralization. However, less is known about the important role of transportation experts in constructing and managing each city's transportation network. This paper explores the role of engineering experts in guiding development of 3 forms of urban transportation facilities and networks: streetcars, highways, and airports. The evolution of the stati…

Getting the Interstate System Built: Road Engineers and the Implementation of Public Policy, 1955–1985
Study of the origins of public policy has achieved an important place among historical scholars. For instance, historians have published many valuable studies explaining the origins of regulatory agencies in industries such as natural resources, energy, and transportation, including the origins of agencies responsible for enforcing safety standards. Scholars have treated road construction, the subject of this article, in a similar fashion, seekin…
Technology and the City
Urban Americans depend upon technological systems which com pose infrastructure of modern city: waterworks, sewers, transit services and networks, large port and airport facilities, communications networks, and energy sup plies (1). The word infrastructure itself was coined in late nineteenth-century France to refer to logistical support systems such as supply depots and railroads upon which military increasingly depended. An army's infrastructur…

Energy and Transport: Historical Perspectives on Policy Issues
Energy and Transport analyzes the history of energy use and regulation from the nineteenth century through to the present, as represented by broad policy and consumption in the individual household. The relationship between energy and the evolution of energy policies, and the relationship between fuels and environmental pollution are historically reviewed. Thus these thirteen essays shed much historical light on current energy debates and root ou…
Urban Environments and Technological Innovation: Energy Choices in Denver and Kansas City, 1900-1940
Two disparate lines of research have dominated historians' efforts to account for social, urban, and technological change. In the first place, historians of business have demonstrated that political, geographic, and social factors influenced marketing strategies and the consequent structuring of business firms. Urban transportation has been a particular focus of attention. For example, Charles W. Cheape concludes on the basis of a comparative sur…
Mutations urbaines et innovations techniques. Gaz et électricité à Denver et à Kansas City. 1900-1940
