Declining Social Capital and Nonprofit Organizations: Consequences for Small Towns After Welfare Reform
In 1997, welfare reform replaced the federal system of entitlement with a workfare system based on the values of self-sufficiency and personal responsibility. Proponents of reform argue that if social services are needed, local nonprofit organizations (NPOs) such as food banks can provide them. This paper examines economic restructuring in the U.S. Midwest focusing on three locations in west-central Illinois: Quad Cities, Peoria and Canton. We use a modified version of regulation theory, which we extend by incorporating an explicit theory of scale that acknowledges that scale is socially produced and constantly remade, especially during periods of rapid economic change.
