From Passive Recipients to Active Participants
How do citizens participate in interactions with street‐level bureaucrats? We systematically reviewed 50 studies and identified a repertoire of citizens' attitudes and behaviors, ranging from compliance to opposition, with exit as a last resort. We related them to civil servants' practices using Tummers et al.'s (2015) typology. Citizens' attitudes and behaviors include: compliance with formal rules, informal practices, and officers; attempts at …
Virtual meetings and wellbeing
Purpose The purpose of this paper is to examine the relationship between virtual meeting participation and wellbeing. Based on the conservation of resources theory, we hypothesize that participation in more virtual meetings is associated with both negative and positive wellbeing indicators. Design/methodology/approach An online survey was sent to 3,530 employees across five Belgian universities in April 2020. Useful data from 814 respondents was …
The Belgian mental health reform
In Europe, the mental health field is undergoing a paradigm shift from a hospital‐centered, institutionalized and segmented model toward a community‐based, patient‐centered and more integrated model. From 2010 onwards, Belgian policymakers availed themselves of new policy instruments to complete this shift, having been hampered by strong professional and cultural barriers over the four previous decades. However, the reform objectives have only pa…
Considering Patients’ Empowerment in Chronic Care Management
This paper consists of an analysis of the concept of empowerment—which is often defined as a key issue in health care—at the macro, meso, and micro levels by focusing on health care reform in Belgium. Three research teams collected data and combined them in an inductive secondary analysis. Our preliminary results demonstrate that patient empowerment does not always encompass the same scientific reality. At the macro level, this concept is linked …

How does policy learning occur? The case of Belgian mental health care reforms
This article asks how policy learning is achieved and whether and how it impacts on policy change. By drawing on the empirical case of Belgian mental health reforms, it shows that policy learning occurs through the very practice of policy-making. In-depth analyses of the process of preparing and devising, a current reform of mental health care delivery, called Reform 107, evidence that the transformation of policy learning – through verbal expres…

Knowledge, local actors and public action
What is the status and role in public action of the knowledge possessed by ‘simple’ citizens, users and professionals? That is the question broached in both this article and the entire special issue for which it serves as the introduction. To this end, we explore the abundant scientific literature pertaining to the topic and try to situate our own position within the broader setting. After discussing the gradual questioning of the social represen…
When policy makers consult professional groups in public policy formation
This contribution focuses on a policy consultation process: the “transversal consultation”. Launched in 2007 in the Belgian Mental Health Sector, this consultation had to capture the experience-based knowledge of service users and professionals involved in local projects aimed at experimenting working conditions in mental health care networks. This policy challenges the existing hospital-centred model of care, characterized by a medical approach …
