The Future of Work in the Nordic countries
Major changes in technology, economic contexts, workforces and the institutions of work have ebbed and flowed since well before the first industrial revolution in the 18th century. However, many argue that the changes we are currently facing are different, and that the rise of digitalized production will entirely transform our ways and views of working. In this collaborative project, funded by the Nordic Council of Ministers, researchers from the…
Northern European collective wage bargaining in the face of major political-economic challenges
We address developments in collective wage bargaining arrangements in northern Europe in the light of two major political-economic challenges: EU eastern enlargement and the financial and economic crisis which broke in 2008. Through the lens of debates on convergence and divergence, we examine three dimensions of collective wage bargaining: coordination across sectors; articulation between different levels; and regulation of wage floors. We draw …
Digital Transformations of Traditional Work in the Nordic Countries
This report aim to go behind narratives of digitalization as a uniform force of disruption, job destruction and revolutionary change at work, and convey a nuanced picture of digitalization played out at ordinary Nordic workplaces in traditional sectors of work. The report is explorative and the findings preliminary, but the picture emerging is nevertheless sobering. Findings show how digitalization in important sectors of Nordic labour markets ar…
Nordic Labour Markets and the Sharing Economy
This report presents a preliminary knowledge status about implications of the sharing economy for labour markets and employment relations in the Nordic countries. It also reviews how the Nordic countries and their social partners approach the sharing economy and issues relating, amongst other, to its legality, regulation, taxation, and terms of competition. There is so far scant supply of statistics, data and research in this field. The employmen…
Cross-sectoral coordination and regulation of wage determination in northern Europe
We examine changes in collective wage regulation in five northern European countries since 2000, with a focus on coordination across sectors, articulation between levels and determination of wage floors. Earlier change in the functioning of wage bargaining arrangements in Germany placed pressure on other northern countries. In Finland, employers recently instigated a shift from tripartite incomes policy to manufacturing-led pattern bargaining, wi…
Collective wage regulation in northern Europe under strain
There has been much recent attention to the upheavals, often externally induced, in collective bargaining and labour market regulation in southern European countries. In this article, we introduce a set of studies of changes, typically employer-driven, in collective wage regulation in northern Europe. We discuss possible drivers of change: contagion from southern Europe, regime competition among the northern countries themselves and/or destabiliz…
European Social Models From Crisis to Crisis
This book analyzes the interaction of European social models -- the institutions structuring labor markets' supply side -- and their turbulent macroeconomic environment from the deep Europe-wide recession, ending Germany's post-unification boom, through monetary union's establishment, to the Great Recession following the recent financial crisis.--Provided by publisher
The struggle over the services directive
This article analyses the decision-making process leading to adoption of the Directive on Services in the Internal Market (2006/123/EC), focusing on the role of the European Parliament (EP) and the influence the European Trade Union Confederation (ETUC) obtained on the compromise outcome. It is widely assumed that organized labor is structurally disadvantaged in promoting worker interests in the EU decision-making machinery. The outcome of the Se…
Free movement, equal treatment and workers' rights
This article analyses the trilemma the EU is facing concerning three fundamental principles on which the Community rests: free movement of services and labour; non‐discrimination and equal treatment, and the rights of association and industrial action. With rising cross‐border flows of services and (posted) labour after the Eastward enlargement, the conflict between these rights has triggered industrial disputes and judicial strife. In the view o…
Industrial relations in EMU
Recent decades have strained the national systems of industrial relations and collective bargaining that were a cornerstone of the postwar European social model. EMU is widely expected to intensify this strain and change European industrial relations profoundly. The supranationalization of monetary policy and economic governance implies relative decentralization of collective bargaining systems, as national systems become regions of the eurozone …
Euros and Europeans
Economic and Monetary Union (EMU) is one of the most important developments in modern European politics. Building on two decades of monetary integration it transfers monetary policy, a core function of the modern state, to an independent European Central Bank (ECB) and limits member states' fiscal policy discretion. The ECB insists that growth and employment depend on 'flexibilizing' Europe's labor markets through deep reforms of the social polic…
