Tanzania’s Autocratic Reform-Washing
Tanzanian president Samia Suluhu Hassan has been celebrated as a democratic reformer, but her goal increasingly appears to be to deliver not reform but the performance of reform. An enduring feature of rural Tanzanian political life has been the organization of villages down to the 10-house cell [nyumba kumi kumi]. The cell system was established in 1963 as the smallest unit of the single-party state to eradicate rural isolation and facilitate communication, security, and self-help. Water stories told in Kilimanjaro Region, such as Mami Wata narratives conveyed across Africa and the Atlantic, give horrific insights into morally problematic forms of wealth acquisition through environmental destruction. This paper approaches farmers’ stories of water spirits and water management practices as indices of farmers’ witness to their own social displacement by government-backed agribusinesses. This article argues that current efforts in parts of Africa to teach Chinese language and culture to university students is an example of how sometimes polarised understandings of education as ‘western’ or ‘northern’ are re-mapped on to an East Asian-oriented future. This essay examines local and international Christian efforts on Mount Kilimanjaro to educate children. A prevailing idea among people who live on the mountain is that children engender trust and trade. This idea is illuminated through the adage 'Take the gift of my child and return something to me' and is embedded in the concept of Chagga trust.
