Understanding the Core Policy Drivers of Canada–Cuba Relations
This article chronicles and examines the decades-long Canadian–Cuban relationship – albeit with a greater focus on the federal Liberal governments of Pierre Elliott Trudeau, 1968–1984, and his son, Justin Trudeau, 2015–present. For analytical purposes, it poses a number of interesting and insightful questions about the “what” and “why” of Canada–Cuba relations. The overarching aim of this narrative, then, is twofold: (1) to outline the nature and…
The Trudeau approaches to Canada-Cuba relations
This article seeks to examine the storied Canadian-Cuban relationship—with a specific focus on the two Trudeau Liberal governments (Pierre Elliott, 1968–1984, and his son, Justin, 2015–present). Accordingly, it poses a series of probing and illuminating questions about the “why” of Canada-Cuba relations. The central purpose of this narrative, then, is twofold: 1) to identify the nature and extent of both Pierre Elliott Trudeau's and Justin Trudea…

Peter McKenna is assistant professor in the Department of Political Studies at the University of Prince Edward Island in Charlottetown and the co-author of Canada-Cuba Relations: The Other Good Neighbor Policy.A GOOD DEAL HAS CHANGED IN THE WORLD since the horrific terror attacks of 11 September. Indeed, the Taliban have been vanquished in Afghanistan, Saddam Hussein's brutal in Iraq has been toppled, and a fledgling road map to peace in the Midd…
Canada, the United States, and the Organization of American States
Insufficient scholarly attention has been accorded Canada's relationship with the Organization of American States (OAS), notwithstanding the fact that it has been a full-fledged member for almost ten years now. Not surprisingly, then, even less attention has focused on the nature and extent of the Canada-U.S. dynamic within the hemispheric bode.(1) Furthermore, this important and complex relationship, especially within a body long considered to b…
Trying to Address the Cuban Paradox
Trying to understand Cuba is not an easy undertaking. The country reminds one of Churchill's 1939 definition of Russia as "a riddle wrapped in a mystery inside an enigma." This complex society can fool inexperienced Cuba-watchers with the superficial simplicity and at times predictability of its revolutionary government. Cuba is far from a straightforward entity, a fact that complicates any attempt to decipher its often contradictory reality. It …
Nicaragua and The Esquipulas II Accord
The signing of the August 1987 Esquipulas II Accord was heralded as a major achievement in Central American political life. All five sitting governments pledged their support for the various provisions of the Guatemala accord. Interesingly enough, it has been the tiny country of Nicaragua which has been singled out by the court of world opinion as the linch-pin of the Central American peace process. Many observers, from inside and outside of gove…

Canada and Structural Adjustment in the South
During the 1980s and early 1990s, the Canadian government became a strong supporter of IFI-designed Structural Adjustment Programmes (SAPs) for indebted Southern states, and altered its aid priorities accordingly. Despite the significance of this shift, however, little effort has been made to explain it theoretically. This paper addresses this gap through a case study of Canada's lead role in facilitating Structural Adjustment in Guyana. Several …
Canada and the OAS
Since the early 1900s, Canada's relations with the inter-American community have not engendered a great deal of attention among policy-makers and opinion-makers in Canada. For the most part, Canada's involvement in the hemisphere has consistently occupied a low priority in the conduct of Canadian foreign policy. However, the issue of Canada's association with inter-American political institutions--namely, the Pan American Union (PAU) and the Orga…
Canada's Policy towards Latin America
The study of Canada's relations with Latin America has received modest, though growing, attention from academics in Canada. Recently, a number of scholars have turned their energies towards examining Canada's involvement in hemispheric affairs but from a largely descriptive or empirical standpoint.1 Few have sought to analyze this dynamic within the framework of a theoretical model.2 The absence of theoretical rigour has made it difficult not onl…
