The Mediterranean City and EU integration
On the recursive relationship between gentrification and labour market precarisation
Gentrification and labour precarisation constitute prominent responses to urban capitalist crises. They have typically been addressed in the literature as distinct processes. Even though they can indeed occur independently of one another, here we argue that they are also often deeply interconnected. To do so, we utilise a mix of fieldwork and secondary data to investigate how gentrification has both fostered labour precarisation but also how it h…
Governance
Sørensen and Torfing assert that “governance” has become a highly \ninfluential paradigm, able to influence the conduct of governing and thus contribute \nto improving our economies and societies. In responding, we take issue with this \npivotal claim, arguing that governance is rather a parochial and decaying paradigm, \nwhich failed to improve the way societies and economies were governed
Austerity governance and bifurcated civil society
In this article, the shift from government to governance in local affairs is viewed through the “rescaling” lens and the changing relations between state and civil society via a scalable interpretation of the Gramscian notion of the “integral state.” The case in point is Athens, in which formal and informal collaborative vehicles for decision making were explored. At the city hall level, we show how the rescaling of the local state and the politi…
Austerity urbanism
This paper explores the urban politics of austerity in Greece, paying particular attention to ‘local collaboration’. It revisits the key austerity periods noted in the country since accession to the European Union (1981), and marks their impact in redefining central–local relations, amidst a broader rescaling endeavour. A direct link is identified between austerity-oriented pre-occupations and the introduction of territorial regulatory experiment…
The shift to competitiveness and a new phase of sprawl in the Mediterranean city
Revisiting the EU’s social exclusion discourse
State spatial restructuring in Greece
This paper discusses rescaling trajectories in the European Union (EU), focusing on Greece. Two consecutive state spatial restructuring waves are noted in Greece the 1980s and the 1990s, both resting upon, but failing to mobilize, local socio-political responses. The limited success of these endeavours, it is argued, reflects path dependency in scalar arrangements and the arrested state of local relational dynamics. During the past decade, a thir…
Planning, competitiveness and sprawl in the Mediterranean city
An Expression of Appreciation
Institutional Responses to EU Challenges
Reflecting on the diversity of restructuring paths followed by national economies since the 1970s and the increased importance of the supranational and subnational scales as regulatory apparatuses, this article uses a third‐generation regulationist approach to explore the urban dimensions of the restructuring process and current traits of uneven development in Europe. It looks at the local level in Greece and the ways in which inherited scalar hi…
Urban Restructuring and Governance
One of the highly emphasised dimensions of urban disparities in Europe is the north-south polarisation of growth trends. The paper discusses the relationship between the divergent urbanisation/industrialisation patterns in northern and southern Europe, which result in different forms of urban governance. It considers the distinct urban restructuring and governance mode in Spain, Greece and Portugal as a causal factor behind the lagging competitiv…
Commenting on the Effectiveness and Future Challenges of the EU Local Authority Networks
The policy shift of the Structural Funds towards local authority networks constitutes an EU attempt to redirect local economic development policies towards the European level. This article reviews key EU documents on urban policy, outlines the organizational mode of networking initiatives and comments on their effect on disparities. EU involvement in urban Europe, it is argued, rests on local governance structures and does not address the underde…
