Political Polarization during Extreme Events
This technical note calls for an interdisciplinary research agenda to study the intersection of policy problems and extreme events. We argue that extreme events can unveil chronic problems in societies such as political polarization. We used social media data following the 2014 Soma mining disaster in Turkey as an illustrative case study. Our findings indicate that polarized sense-making during and following extreme events can hinder the effectiv…
Anatomy of an urban mobilization network
A cognitive network perspective for public administration and policy
This article introduces the concept of cognitive social structures to public administration and policy scholars. The Dynamics of Change Following Extreme Events
Whether and how organizations adapt to risk in changing contexts is a perennial problem in public administration. We explore this problem in a comparative analysis of four hurricanes that struck the Gulf Coast in 2005 and 2008: Hurricanes Katrina and Gustav in Louisiana and Hurricanes Rita and Ike in Texas. We use a framework of complex adaptive systems to assess what changes facilitate this transition in disaster contexts and what conditions inh…
Collective Action, Civil Society, and Public Policy in Turkey
Understanding policy change mechanisms has been a key question for scholars of public policy and collective action. However, policy scholarship mostly ignores civil society-based explanations of policy processes. In order to address this gap, this study combines the Advocacy Coalition Framework with networked collective action perspectives and analyzes a successful case of mobilization of women’s rights organizations in Turkey to reverse a bill o…
