The Changing Relationship Between Government and Higher Education – The Curtailment and Instrumentalization of Institutional Autonomy in Higher Education
Since the late twentieth century, institutional autonomy has become a major issue in the relationship between the government and higher education institutions, with autonomy being presented as a virtuous option that satisfied both government’s regulatory aims and institutional capacities to develop in an increasingly dynamic and complex sector. Due to concerns about the effectiveness of higher education, the development of autonomy was increasing…
Between Ethics and Science: Economic and Political Arguments Against Child Labor in the Progressive Period
Child labor was a very important issue during the progressive period, which was characterized by the development of social policies, especially regarding the welfare of women and children. The arguments against child labor were not restricted to a moral point of view but attempted to point out the economic dimensions, with several prominent economists of the progressive period becoming involved in this debate. Women PhDs in Economics in Portugal (1980-1999). A Late Emergence and a Distinctive Profile
This paper aims to map the first generation of women completing doctorates in Portugal and to understand better the complex process that led to the late and distinctive emergence of women in academic economics in that country. We concluded that this process reflected issues that are specific to the economics profession, but also broader trends in Portuguese higher education and even in Portuguese society at large. Our study also allowed to docume…

Competition for Funding or Funding for Competition? Analysing the Dissemination of Performance-based Funding in European Higher Education and its Institutional Effects
Mass higher education has promoted the development of larger, costlier, and more heterogeneous systems. Like many public services, HE faced tight competition for funding, alongside pressures to become more efficient in their use of public funds. One major development in public funding has been the introduction of performance-based funding. In this paper, we analyse the dissemination of PBF in European HE and discuss its main institutional effects…
Competition and diversification in higher education: Analysing impacts on access and equity in the case of Portugal
In recent decades, higher education has experienced a massive expansion worldwide, which has often been linked to increasing higher education diversification. New sectors and new types of institutions emerged with this massification process to offer more diversified types of advanced training. At the same time, this expansion was often embedded in a political economy that increasingly favoured market forces, leading to growing privatisation and c…
Academic engagement in Portugal: The Role of Institutional Diversity, Individual Characteristics and Modes of Knowledge Production

Loose ends? Discussing human capital and the economic value of education in the first half of the twentieth century 1
Human capital has become a popular concept in modern economics since the 1960s, though its historiography is still limited. Prior studies focussed on rational reconstructions, using earlier references to provide legitimacy to modern developments. In this text we take a different approach by tracing the evolution of the term and the (dis)continuities in its use. We analyse various contexts in which education and human capital were discussed during…

Early Interest, Lasting Scepticism: The Views about Education at the OECD (1960s-1980s)
In this article we reflect about the dissemination of economic ideas among international organizations by looking at the case of the OECD and its views on education from the early sixties to the mid-eighties. Although previous studies have tended to present the OECD as an early supporter of human capital ideas, our analysis will highlight the strong and persistent resistances of this organization throughout the 1960s and 1970s to human capital th…
Should we start worrying? Mass higher education, skill demand and the increasingly complex landscape of young graduates' employment
Recent decades have seen a massive expansion in higher education (HE), fuelled by high expectations about its private benefits. This has raised concerns about the impact on the employability of recent graduates and the potential mismatches between their skills and the competences required by the job structure. Equally, it could set the ground for a possible transformation of demand for graduate skills and the emergence of new employment profiles.…

Policy changes, marketisation trends and spatial dispersion in European higher education: Comparing public and private sectors
Decades of expansion in European higher education have led to the need to cater to an increasingly diverse student population in a more economical and efficient way. In this article we reflect about the relevance of those changes from a…

Mark Blaug (1927–2011): Polymath Economist and Historian of Ideas

I can do no more than highlight just a few of his multiple intellectual facets. Mark Blaug’s life was an eventful one. Like many of his generation, his early …

The Ascent and Decline of Catholic Economic Thought, 1830-1950s
The emergence of Catholic economic thought in the late nineteenth century was preceded by several attempts to deal with some crucial moral issues arising out of economic activity, although economic questions did not rank high in the church's concerns until the second half of the nineteenth century. From the 1830s onward we identify several political economists bearing a Catholic viewpoint and the development of intellectual networks in several co…
