    While living in northern Morocco in 1986–1987, I often took the occasion to walk across the frontier between the Berber-speaking, duty-free, smugglers' paradise of Nador, Morocco, and its sister city, the old, Spanish-colonial North African duty-free enclave of Melilla.1 On one such occasion, I came upon a poorly dressed, small-time smuggler.
