  • Coups d'État, Political Legitimacy, and Instability in Mali

    Susanna D Wing•ARTICLE•Africa Today•2023•Cited by: 5

Mali, once argued to be a democratic model for Africa, is in a state of perennial crisis, the result of poor governance, unmet democratic expectations, and competition for domestic political legitimacy among the political class, the military, and religious leaders. After the 1991 revolution, international donors poured money into Mali to promote democratization. Meanwhile, most Malian citizens were becoming increasingly disconnected from a growin…

  • Women seeking justice: Claims-making in lower courts in Benin

    Open Access•Susanna D Wing•ARTICLE•The Journal of Modern African…•2023

While the challenges of family law reform and barriers to justice are widely studied, there is a gap in our understanding of the gendered nature of the use of courts in West Africa. Through analysis of judicial decisions in Courts of First Instance (Tribunaux de Première Instance) in Allada and Cotonou, Benin, this article examines how women and men use lower courts in family law cases. This article finds that despite barriers to access to formal…

  • Litigating socio-economic and women’s rights in Benin’s constitutional court

    Open Access•Alice J Kang, Susanna D Wing•ARTICLE•African Affairs•2021

Scholars debate the role of legal institutions in promoting human rights in Africa. Much of the discussion focuses on Anglophone countries and does not examine the gender of litigants. We propose a constitutionalism constrained perspective that argues that which and whose rights are adjudicated are shaped by the context of constitutional reform. Where reformists are primarily concerned with safeguarding civil and political rights, high courts may…

  • Mali's Enduring Crisis

    Susanna D Wing•ARTICLE•Current History•2017•Cited by: 4

The surge of resources devoted to antiterrorism has not only been ineffective. It has diverted attention from ongoing failures of the government and political elites to tackle Mali's most challenging issues: corruption and poverty

  • French intervention in Mali: Strategic Alliances, Long-Term Regional Presence

    Susanna D Wing•ARTICLE•Small Wars and Insurgencies•2016•Cited by: 7•References: 9

The March 2012 coup in Mali opened the door to expanded territorial occupation in northern Mali by Tuareg separatists and subsequently armed Islamist extremists. French forces intervened at the behest of the interim government in Mali. This article examines how various actors frame the conflict to their advantage. While the Malian government and France are allies, the position of various Tuareg actors shift over time as they strategize and weigh …

  • Hands off my constitution: Constitutional reform and the workings of democracy in Mali

    Open Access•Susanna D Wing•ARTICLE•The Journal of Modern African…•2015•References: 6

Constitutions in Africa are often considered fragile. Mali is an example of both constitutional crisis and constitutional durability. While Mali was upheld as a democratic model, the 2012 military coup might lead one to argue that Mali's recent history reflects constitutional weakness. However, the swift reinstatement of the constitution, popular commitment to its preservation, and attempts to pursue the post-coup transition in a constitutional m…

  • Human Rights-Based Approaches to Development: Justice and Legal Fiction in Africa

    Open Access•Susanna D Wing•ARTICLE•Polity•2012•Cited by: 1•References: 6

Human rights-based approaches (HRBAs) to development have led to the expansion of laws protecting women's rights. Nevertheless, most women still do not have access to justice. This article explores family law reform in Africa and argues that establishing "African ownership" of law contributes to the effectiveness and legitimacy of such laws. It argues for a mixed strategy that combines local and international tools to lead to more effective prote…

  • Integrating Citizens And The State: Decentralization And Elections

    Open Access•Susanna D Wing•CHAPTER•Constructing Democracy in…•2008

Following the independence era in Africa, there was a brief period of democratic ambition, but centralized governments remained the norm throughout the continent. As transition movements were launched across the region in the 1990s, decentralization became a key element of democratization. In West Africa, those states that failed to pursue inclusive constitutionalism and decentralization, failed to democratize. After decades of centralized govern…

    Open Access•Susanna D Wing•CHAPTER•Constructing Democracy in…•2008

The Éspace d ’ Interpellation Démocratique along with the Programme Décennal de la Justice (PRODEJ) reflect innovation on the part of President Konaré and his government. Nevertheless throughout the 1990s the regime faced daunting crises that threatened the ongoing democratic experiment. The Tuareg, an ethnic minority and geographically remote transnational population, had long felt little connection to Mali and continued their decades-long strug…
