This paper is concerned with the relationship between changes in the nature of democracy in the West and the promotion of democracy in the Third World. It begins by examining arguments about the nature and extent of changes in Western democracy since the 1960s. There is a village museum on the outskirts of Dar es Salaam which contains life-size replicas of traditional buildings from different parts of Tanzania. In front of each building is a plaque containing a synopsis of the history and culture of the area concerned.
